1. Reasons that fail to provide the socially optimal level of cybersecurity
a. Information asymmetries
i. Firms often lack information, do not have good information about potential cyberattacks
b. Misaligned incentives
i. Firms have an incentive to not share their experiences regarding successful cyberattacks
ii. Cyberattack insurance may lead firms to underspend on cybersecurity
