Korean economy had been very protective in that Korean government had seriously regulated capital movement of foreign currency and set its arbitrary exchange rate with foreign currency. Thus, Korean exchange rate had not been responsive with international economic environment.Immediately after the liberation from Japan, Korean government applied the fixed exchange rate regime. The Korean won exchange rate regime was priced KRW 0.015 with $ 1 under fixed exchange rate. When international trade was initiated in 1947, monetary officials set KWR 0.05 to $1 rate and KWR 0.45 in 1948. By the time the floating exchange rate system was adopted in 1964, fixed exchange rate regime was continued during this period due to continuing inflation. Inflation contributed to create a gap between real prices of Won and Korean currency price set by fixed exchange rate regime. Government experienced 10 times post-devaluation of assessment in this period .
