One of our take-home exam’s topics is that ‘reflecting current trends in resource diplomacy how can a resource rich state maximize its power?’ This sentence includes that most of the natural resource rich country cannot use their own power as much as leading country like USA, Japan, etc. For example, republic of Venezuela is a one of natural rich country, and after 2004 the Venezuela government has controlled their natural resource with nationalism.<중 략>
In 2012, 1st export quota of China is 10,700ton of REE by 11 authorized companies. Export quantity of China annually decreases based on their new environmental policy. At Figure. 8 this graph shows us China’s REE export quantity. Furthermore, the table of figure. 9 indicate each authorized Chinese company’s export quantity per quota.

At Figure 11, there are simplified mechanism of quantity and price. Blue color is supply cycle (REE resource rich country is China), and Orange color is demand cycle (REE resource poor country). There is a one assumption: the resource poor countries are high capital country such as Japan, USA etc. If China controls their REE extract quantity, the REE price could be higher than before.
