본 연구는 기업교육 환경에서 WBT 프로그램의 투자효과 분석을 위한 기초 자료를 제공할 목적으로 WBT 프로그램의 교육효과나 결과를 측정하는데 사용할 수 있는 평가수준, 투자효과 분석을 위해 유용하게 활용할 수 있는 절차모형을 탐색하고, WBT에서의 투자효과 분석시 고려해야 할 탐구과제들을 검토해 보고자 하였다. WBT에서 사용할 수 있는 평가수준으로는 Kirkpatrick이 제안한 4 수준 평가모형에 제 5 수준 평가요소로서 투자효과 분석을 제시하였으며, WBT에서의 투자효과 분석시 활용할 수 있는 유용한 모형으로는 Phillips가 고안한 ROI 절차모형을 제안하였다. ROI 절차모형은 자료수집, 교육효과의 추출, 화폐가치로의 전환, 프로그램 비용 산출, 투자효과의 계산, 무형효과의 확인 등 여섯 단계로 이루어져 있는데, 복잡한 투자효과 분석과정을 단순화하여 체계적으로 설명하고 있다는 점에서 WBT에서의 투자효과 분석에도 유용하게 적용될 수 있을 것이다. WBT에서의 투자효과 분석시 고려해야 할 과제들은 투자비용 측면, 효과 측면, ROI 산출 측면 세 가지로 논의되었는데, 투자비용 면에서는 자본비와 운영비의 구분, 고정비와 가변비의 고려, 분할비용을 고려한 연간 비용 산출 등이 제안되었으며, 효과 측면에서는 강좌 성공률, 비의도적 교육효과 및 무형의 효과 확인, 상호작용에 대한 양과 질의 산출 등이 강조되었다. 끝으로, ROI 산출 면에서는 표준지침의 마련, 신뢰로운 정보원 활용, 자사 실정에 적합한 ROI 모형의 산출 등이 논의되었다.영어 초록
This study aims to investigate the levels of evaluation in training and development, the process model for measuring return on investment(ROI), and some considerations to ROI implementation in web-based training(WBT) field. According to Kirkpatrick, the levels of evaluation are classified into four levels; level 1, reaction and planned action, level 2, learning, level 3, job application, and level 4, business results. The 5th level of evaluation is the ultimate level of evaluation, return on investment. ROI compares the program's monetary benefits with the program costs, and is usually presented as a percent or cost benefit ratio. Measuring ROI is very important activities in WBT sector because those activities can guarantee value and validity of web-based educational program developed by HRD staffs.ROI process model proposed by Phillips consists of six steps, collecting data, isolating the effects of training, Converting data to monetary value, tabulating program costs, calculating the return on investment, and identifying intangible benefits. This model can be characterized as a logical, systematic process which flows from one step to another. This model provides WBT developers and operators with useful ideas and implications for analyzing and measuring ROI of WBT programs.
Finally, some considerations from the viewpoint of investment costs, the structure of effectiveness, and calculating ROI value in measuring ROI of WBT program were suggested.
