This paper attempt to explore how Presidents Bush (Sr.), Clinton and Bush (Jr.) oversaw policy toward the Korean Peninsula: how they shaped it, attempted to alter it, and were held responsible for it.
I laid out several research questions for examination. First, what was the president's goal for North Korean nuclear issue? Second, how did the president implement his policy goals on the Korean Peninsula? Third, what responses did these goals elicit from North Korea? Fourth, what was the Congressional response to the president's North Korean policy? Fifth, to what extent did the president's power effectively shape his North Korean policy? Sixth, are there any similarities among the presidents in the portrayal of their handling of Korea? To open, I discussed the context the president faced as a global leader, and briefly highlighted under the rubric of the president's definition of situation. Next, I discussed the president's main policy goal toward North Korea, followed by the reaction of Congress to the presidential goal. Finally, I discussed reaction from North Korea to the president's goal.
This paper shows that contrary to the conventional view, which saw president’s prerogatives and power in foreign policy surmount the few challenges, the actual flow of influence reveals a different path. Congress and one or both of the two Koreas challenges the president at every stage of the process from the definition of the situation to goal setting and implementation. There are some differences between the popular view of the president as a global leader and the reality of policy making.

본 논문은 미국외교정책 결정에서 대통령의 정책적 견해가 포괄적으로 작용한다는 입장에서, 부시 (Sr.), 빌 클린턴, 부시 (Jr.)의 대북정책을 비교 분석하고 있다. 세 대통령의 대북정책에 대한 비교관점은 구체적으로 다음과 같다.
첫째, 각 대통령의 정치적 환경을 바탕으로 국제적으로 중요한 문제이자 미국의 긴급 현안인 북한 핵문제를 중심으로 각 대통령의 외교정책의 방향을 논의하고 있다. 둘째, 각 대통령이 갖고 있는 대북정책의 세부적인 목표를 논의하고 있다. 셋째, 각 대통령이 대북정책의 목표를 어떻게 구현하는 지를 설명하고 있다. 마지막으로 대통령의 정책목표에 대한 의회의 반응을 분석하고 있다.
결론적으로 본 논문은 의회의 견제, 북한의 변수에도 불구하고 대북정책이 대통령의 주도하에 진행되고 있음을 보여준다. 그러나 미국의 대통령들은 정책을 구현하는데 있어서 의회의 입장뿐만 아니라 협상의 당사자인 북한의 반응을 고려해야 하며, 북한의 핵확산을 막고 북한의 변화를 위해서 많은 시간과 인내를 갖고 신중하게 추진하여야 한다는 점도 강조하고 있다.
