한국어 초록
일본은 한국과 마찬가지로 농산물 시장개방 압력을 크게 받고 있는 대표적인 국가이다. 특히 쌀 시장 개방 문제는 양국이 모두 쌀을 주식으로 삼아 온 역사적 문화적 배경을 갖고 있는데다, 쌀농사를 보호해야 한다는 국민 정서로 인해 오랫동안 사회적 균열의 요인으로 작용해 왔다. 본 논문이 쌀 시장 개방문제에 대한 일본의 접근법에 주목하는 이유는 일본은 한국과 마찬가지로 쌀 시장에 대한 특수한 정서를 갖고 있음에도 불구하고, 심각한 국민적 분열을 야기하지 않으면서 쌀 시장 개방을 “성공적으로” 진행시켜 왔다는 인식 때문이다. 보다 구체적으로 말하자면, 일본의 농업정책은 대내적으로 농민계층의 신뢰를 어느 정도 이끌어 냈고, 대외적으로는 GATT나 WTO, 또 미국을 상대로 선진산업국으로서의 국제적 위신을 지키면서 동시에 이들의 개방 압력에 적절히 대응해 왔다. 이런 관점에서 본 논문은 쌀 시장 개방문제를 둘러싼 일본의 농업정책이 어떻게 국내적 신뢰구축과 국제적 협상력 제고라는 두 개의 목표를 성공적으로 달성할 수 있었는가를 검토하고 있다. 논문의 2장은 일본농업의 현실을 바탕으로 시장개방 압력이라는 국제적 동향에 대해 일본이 어떻게 대응해 왔는가를 다루고 있으며, 3장은 UR 타결 이후 일본은 도작대책과 생산구조조정프로그램을 통해서 어떻게 국내적 보상시스템을 구축해 왔는가를 검토할 것이다. 마지막으로 4장은 쌀 시장개방과 관련한 일본의 국내적 보상과 대외적 대응방법의 부정적 측면과 긍정적 측면을 고려할 것이다. 일본 사례에 대한 이러한 연구는 쌀 시장 개방 압력과 이에 따른 국내적 분열이라는 난제를 해결해야 하는 한국 사회에 중요한 시사점을 제공해 줄 것이다.
영어 초록
Abstract: The article is primarily focused on the rice sector policies in Japan. It examines how Japanese government approaches to the issue of rice-market-opening, while resolving domestic conflicts and, at the same time, responding properly to global pressure of market-opening. Japanese government has shown remarkable negotiating power in opening their rice market and taken care of the discontents of rice-producers without serious social turmoil. How did Japanese government achieve the "relative" success. The article finds the key in the fact that the Japanese government accumulated "trust" from the farmers, especially, rice-producing farmers. This trust from domestic sphere enabled the government to enhance its negotiating power in the international sphere. Accordingly, the results of negotiation were more favorable to domestic rice-producers than they may expect. It should be note, however, that the trust could not be attained simply by giving "indiscreet" compensation to farmers. In order for the domestic compensation to work, it should be reasonable and persistent. The agricultural policies in Japan have fulfilled this condition by showing remarkable continuity and rationality. Of course, there remains a dark side in Japanese rice policies. However, the relatively "successful" case in Japan provides invaluable implications to us, who face similar pressure of rice-market-opening and domestic tensions.
