이 연구의 목적은 그동안 국내 통합교육과 관련하여 그동안 국내에서 이루어진 연구와 발표 및 통합교육 관련 현장에 대한 필자의 경험을 토대로 현재 우리나라 통합교육 현황을 개관해보고, 주로 일반교육 측면에서 핵심적인 쟁점과 향후 추진 과제를 제시하는 것이었다. 그동안 우리나라 통합교육은 양적으로 크게 성장해왔다. 국가의 통합교육 중시 정책이나 일반 사회의 장애인 교육권에 대한 높아진 인식 등도 중요한 성과 중 하나이다. 하지만, 국내 특수교육 관련 정책 보고서나 실태 보고서에는 몇 명의 특수교육대상자가 어디에서 어느 정도로 통합교육을 받는다는 계량적 데이터는 제시되어 있지만 그러한 통합교육의 결과로 어떤 성과를 어느 정도 얻고 있는지에 대한 데이터는 찾아볼 수 없다. 그런 와중에 통합교육은 일반교육의 한 영역으로 정착되지 못하고 주로 특수교육자들에 의해서만 논의되어 온 측면이 강했다. 또한 별 지원이나 보상 없이 통합교육은 전적으로 일반학급 담임교사에게 일임되어왔다. 학계에서도 연구 내용과 방법 측면에서 단조로움과 편협성을 떨치지 못하고 있다. 통합교육 논의의 핵심은 과연 통합교육은 효과적인가, 일반교육은 통합교육을 담당할 능력과 의지가 있는가 등이 되어야 한다. 향후 우리나라에서의 성공적인 통합교육을 위해서는 일반학교의 중간관리자 이상의 인식과 태도를 개선하는 데 역점을 두고, 통합교육 대비 교사교육과 연수를 개선하는 일이 시급하다. 아울러, 통합교육 담당자와 시스템에 대한 적극적인 지원체제를 구축하고 적절한 인센티브를 부여해야 한다. 통합학급 교사들에게는 교육과정과 수업자료 측면에서 대폭적이고 체계적이며 실질적인 지원이 필요하다. 궁극적으로는 개인의 다양성이 인정되고 권장되며 공동체 형성과 협력 체제 구축이 중시되는 교육문화를 창출하는 방향으로 일반교육계가 개혁될 수 있도록 해야 한다.영어 초록
The purpose of this study was to review current inclusive education in Korea based on previous research, presentations, and author's experiences with inclusive education and to present key issues and tasks of Korean inclusive education mainly from the view of general education. There has been little research into the possible outcomes of inclusive education in Korea. Even though inclusive education has contributed much to Korean education by enhancing the education rights of students with disabilities, it has been dealt mainly by special educators only, being failed to be a true part of general education practices. Instead, inclusive education has been totally left at general education classroom teachers, who have not being provided with necessary supports or any reward for their efforts. In addition, research topics and methods were rather monotonous. The key issues of inclusive education should include a) whether inclusive education has been effective, particularly from the view of students with disabilities and their parents, and b) whether general education is able to do inclusive education. From the both aspects, it seems too early to be optimistic about the future of inclusive education in Korea because the structure, rather than individual teacher's knowledge, attitudes, and skills, of general education appears not to be apt for successful inclusive education. For the future of successful inclusive education in Korea four tasks were suggested: a) providing high quality in-service education programs to at and above mid-career school administrators, b) improving pre- and in-service teacher education programs, c) establishing teacher support systems and reward systems, and d) supporting classroom teachers with ready-to-use materials and instructional strategies. Above all, general education must be innovated toward accepting and encouraging diversity, considering individual educational needs, and building communities and collaborative systems, therefore creating new school culture.Key words : inclusive education, general education, inclusive education evaluation, research trends in inclusive education. teacher support.
