후기산업화 시대에 나타나고 있는 경제구조변화와 인구사회학적 변화는 노인, 아동에 대한 케어문제, 여성 및 아동의 빈곤문제, 청년실업문제 등 새로운 위험을 양산하고 있고, 기존의 복지국가는 이러한 변화에 능동적으로 대처하지 못하고 있으며 따라서 새로운 위험에 대비하고자 하는 대안 담론 중 하나인 사회투자전략에 대한 논의가 나타나고 있다. 사회투자전략이란 인적자본과 사회적 자본에 대한 투자확대, 빈곤예방, 기회평등 제공 등을 통하여 경제성장과 사회발전을 추구하는 것을 목표로 하며 이중 가장 핵심적인 정책대상이 바로 아동에 대한 투자이다. 본 연구는 영국과 캐나다를 중심으로 이러한 사회투자전략에 따른 아동정책의 재편내용과 결과에 대해 살펴보고 한국의 적용가능성을 타진해 보는 것을 목적으로 하였다.결과적으로 사회투자전략에 따른 아동정책의 변화는 아동중심의 사회급여제도의 도입 및 확대를 통한 아동빈곤의 해소, 보육을 비롯한 조기아동개입프로그램의 활성화를 통한 인적자본의 강화, 아동 자산형성지원 프로그램을 통한 모든 아동의 미래에 동등한 기회제공 등으로 요약될 수 있으며, 이러한 변화는 우리나라의 아동정책에도 여러 함의를 제공할 수 있을 것으로 생각된다.
영어 초록
The changes of economic, social and demographic structures in the post-industrial society produced new social risks. The traditional welfare state would not be able to cope with the new social risks and thus there have been alternative discourses such as social investment stratigies or social investment state in European societies. The social investment stratigies aim to incoporate social and economic development by 1) increasing the investment in human and social capital, 2) preventing new poverty, and 3) providing equal opportunities to the people. One of the main concerns of this approach is focused on children. This study examines the changes of child policies as a part of the social investment straties in the United Kingdom and Canada.The recent trends in child policies according to the social investment strategies in two countries could be summarized as 1) the transformation of social benefits to the children in order to eradicate child poverty, 2) the increase of governmnet responsibilities to the early childhood intervention program to maximize human capital, 3) the implementation of asset-based programs to provide equal opportunity to the children. Based on the findings of this study, several policy implication were suggested for the improvement of child policies of Korea.
