The purpose of this study was to examine the disability state of the deaf-blind using institutions for the disabled in an attempt to lay the foundation for the establishment of an ideal service system and training methods geared toward deaf-blind people. The subjects in this study were 16 deaf-blind people who used 11 different institutions for the disabled. A survey was conducted in person or by phone and mail. The findings of the study were as follows:First, about 35 deaf-blind people used the institutions for the disabled, and many deaf-blind people were unwilling to make themselves known to others. Second, as for gender distribution, the men outnumbered the women. By age group, many were in their teens to 30s. The prevalent disability types were total blindness, total deafness, low vision and hearing loss. Many became disabled upon birth or before they were five years old. As for the cause of disability, many became disabled for unknown reasons, and congenital disabilities were dominant as well. Third, concerning the way of communication including speaking and listening, gesture and voice(inarticulate pronunciation) were major vehicles by which they expressed themselves or listened to others. The use of sign language and written language was not common. Fourth, as to the way of going out, the people who were totally blind and totally deaf and who were totally blind with hearing loss went out with guides. Those who had low vision with hearing loss went out alone often. A dominant going-out frequency was once a week.
