본 연구는 남북분단과 휴전상황 하 군이라는 특수한 집단에 국가를 위해 장기간 근무한 후 군인의 계급 및 연령제한제도에 의해 조기에 원치 않는 전역을 한 군인들의 사회복지문제를 연구하여 발전시키는데 목적이 있다. 이를 위해 본 논문은 문헌연구를 기초로 하였으며, 자료 획득을 위해 국가보훈처, 국방부 및 육군본부에서 한국전쟁 이 후 실시한 복지제도와 현재 시행중인 군인연금법, 관련기관의 해외출장 보고서 등의 전역군인 복지제도와 자료를 조사하였다. 그리고 외국군 복지제도와 비교를 위해 미군의 복지제도를 조사 연구하였으며 이미 출간된 동일 유형의 서적과 논문의 자료 수집을 위해 군 사회복지학회, 국회도서관 및 원광대 도서관 등에서 관련 내용을 수집 분석하여 전역군인 복지의 문제점 발췌 및 그 해결책을 찾고자 하였다. 논문에서는 장기근속 전역군인 복지지원제도를 소득보장 및 취업지원, 후생복지지원으로 구분하여 정리하였다. 소득보장 및 취업지원의 문제로는 소득보장은 연금 미 해당자에 대한 소득보장지원이 미흡하고, 취업은 전문기술이 있는 전역군인도 사회와 연계활용이 미흡하였다. 계급에 따른 취업의 질적인 차이도 있었으며 영관 및 위관에 비해 준사관․부사관의 취업지원이 아주 제한적이었다. 후생복지지원의 문제점은, 장기근속 전역군인과 그 가족에 대한 의료지원이 제한적이며 안정적 주거지원을 위한 제도는 현실과 거리가 있고, 자녀교육지원 제도도 현역 군인에 비해 열악하였다. 본 논문을 통해 기술된 내용이 이미 시행중이거나 또 계획 중인 제도가 있지만, 남북분단의 현실에서 군 조직의 우수한 인재 확보와 국가안전 보장을 위해 생을 국가에 봉사한 장기근속 전역군인의 복지는 사회복지 환경의 발전과 같이하며 지속적인 개선과 발전이 이루어져야 할 것이다.

영어 초록

The purpose of this research is to study and develop the social welfare problems of those Soldiers who had to face unwanted discharges according to the army's promotion and personnel system, after their long-term military service for the country under the current circumstances of armistice in the divided Korean Peninsula. This research is based on reference to documentary records, such as the discharged soldiers' welfare system and the Military Pensions Act that are currently implemented by the patriots and Veterans Administration Agency, the ministry of National Defense, and the ROKA Headquarter along with the reports on business trips abroad made by the related organizations. And, to compare with foreign armies, a research on the welfare system of the US Army has been conducted. Moreover, all the data including publications and these that are relevant to military social welfare have been collected from the National Library to analyze the problem and find a solution. In this research, the support system for those discharged soldiers who have completed their long-term service can be divided into three functions: guarantee in income, support in employment, and support in welfare. There are problems in guarantee in income and support in employment. The guarantee in income is insufficient for those who are not entitle to a pension. Also, the technical skills that the discharged soldiers have acquired during their service are seldom required in the society, and therefore the practical use of the skill can be hardly extended or developed. Furthermore, among all ranks of the discharged soldiers, the warrant officers and noncommissioned officers have the most limitations in getting the employment support. The problem with the welfare support is that not only is the medical support restrictive for the discharged soldiers and their families, but also the educational support system for their children is poor, compared to that for the soldiers in active service. In addition, the support system for stabilizing the residential life is get distant from the reality needs. Although some of the solution measures suggested by this research have already been carried out or are planned to go into effect, the reformation and development of the welfare system ― for the discharged soldiers who have devoted their lives to the country ― should be continued along with the improvements in social welfare, in order to recruit more talents and to support national security.
