본 연구는 2001년부터 설립 운영된 17개 원격대학의 성과를 분석하기 위하여 성과 분석 지표를 마련하고, 이를 기반으로 원격대학의 성과를 분석함으로써 원격대학의 현주소를 파악하며 향후 나아가야 할 방향을 제안하는데 그 목적이 있다.먼저 원격대학의 성과를 측정하기 위한 성과 분석 지표는 문헌연구와 함께 원격대학 실무 책임자와 원격교육 및 평생교육 자문진의 자문을 거쳐, 개인적 성과, 대학 성과 및 사회적 성과의 3가지 영역과 총 12개의 하위 영역으로 정립되었다. 원격대학 성과 분석 지표를 바탕으로 개인적 성과와 사회적 성과의 일부는 17개 원격대학 재학생 및 졸업생 6,257명과 전임 교수 205명을 대상으로 온라인 설문을 실시하였다. 그리고 대학 성과는 원격대학의 현황과 지속적인 경향을 분석하기 위하여 원격대학과 관련된 통계 자료를 활용하였다. 또한 사회적 성과의 일부는 원격대학생이 재학 혹은 졸업한 기업의 인사담당자와의 초점집단 인터뷰를 통해 분석하였다.이에 따른 원격대학 성과 분석 결과는 다음과 같다. 먼저 원격대학의 개인적 성과 분석 결과를 살펴보면, 학업 만족도(73.05점)와 입학목적 달성 여부(72.23점)에 대하여 긍정적으로 평가되었으나, 학습 효과(68.04점)와 수행 능력 향상(65.35점)은 비교적 낮은 것으로 분석되었다. 다음으로 대학 차원의 성과는 첫째, 학생 규모가 지속적으로 증가하고 있으며, 원격대학에 지원하는 학습자 성향이 뚜렷한 특성을 보이며 자리잡아가고 있다는 점이다. 둘째, 대학 운영의 측면에서 등록률은 2006년 67.4%로 지속적으로 증가하며 휴학률은 11.4%로 낮아지고 있어 원격대학의 운영이 안정적인 것으로 분석되었다. 그러나 교원, 조교, 직원은 증가된 학생 수에 미치지 못하고 있어 개선 사항으로 분석되었다. 마지막으로 사회적 성과 측면에서는 원격대학의 설립 목적 달성 여부와 대학 특성화 산학협력 등에 대하여 긍정적인 성과가 있었음을 확인할 수 있었다. 이러한 성과에도 불구하고 원격 대학에 대한 사회적 인식을 개선하기 위해서는 엄격한 학사관리를 통하여 교수-학습의 질적 제고를 도모해야 함을 알 수 있었다.

영어 초록

The purpose of this study is (1) to define a criteria to analyze the outcome of 17 cyberuniversities established in Korea since 2001, (2) to diagnose the current situation of cyberuniversities, and (3) to suggest some implications for the improvement of cyber universities.The following research questions guided the study: 1) What is a proper criteria to analyzethe outcomes of the 17 cyber universities in Korea? 2) What are the outcomes of the 17 cyberuniversities in Korea?In order to define appropriate outcomes, we reviewed relevant literature, identified severalareas of outcomes of cyber universities, and constructed a suitable criteria for outcome analysis.The criteria for outcome analysis consisted of three areas including; personal outcomes, cyberuniversity institutional outcomes, and the social outcomes. All of these were established through an advisory committee comprised of cyber university staff and professors in distance and lifelong education areas.Based on this criteria, we developed two types of survey tools for collecting data fromstudents (including graduates) and full-time professors in the 17 cyber universities. Out of thetarget population, 6,257 students (7.88% of the population) and 205 full-time professors(58.57% of the population) participated in the survey. To analyze the current situation of thesecyber universities, we also used statistical yearbooks and web-sites. In addition, we hadfocus-group interviews with Human Resource managers in the private sector and otherinstitutions who employ cyber university graduates.Based on the findings, we concluded the following:First, based on the survey findings, cyber universities in Korea seem to have accomplishedtheir foundation goals in providing people with the opportunity to obtain a bachelor's degreeand develop their career.Second, the findings of this study show that cyber universities in Korea have arrived at astage of maturity beyond a growth period. They have contributed to the promotion of lifelongeducation, and played key role to improve educational excellence for distance education.Key words : cyber university, outcomes analysis, personal outcomes, cyber university institutional outcomes, the social outcomes
