인권교육은 최근의 사회상과 맞물려 그 필요성이 부각되고 있다. 1990년대 후반부터 현재까지 인권교육에 대한 많은 연구가 진행되고 있다. 이러한 흐름에 당연히 귀결되어져야 할 것이 바로‘학
교인권교육의 도입’이다. 본 연구는 비제도권 인권교육의 현황을 비교, 분석하여 학교인권교육 도입
방향에 대한 시사점을 제시하는 것을 목표로 한다. 이와 더불어 학교인권교육의 가능성과 한계에 대하
여 논의하여 그 방향성 정립에 기여하고자 한다.
본 연구의 대상으로 선정한 비제도권 인권관련단체는 인권운동사랑방, 다산인권센터, 국제사면위원
회, 유네스코한국위원회의 4곳이다. 먼저 각 단체들이 추구하는 인권교육의 개념, 목표 및 이념을 제
시하고, 이를 바탕으로 해당 단체에서 시행하고 있는 인권교육의 세부목표, 인권교육 관련 활동내용,
인권교육의 내용 구성 등에 대하여 비교, 분석하였다. 연구의 방법은 홈페이지 및 발간자료 등을 통한
문헌연구와 더불어 인권교육 담당자와의 면담을 활용하였다. 연구의 결과, 학교인권교육의 한계 요인
으로 국가 수준의 인권교육의 방향 정립이 없다는 점, 인권교육은 이념적 접근이라는 사회적 인식, 학
교의 비민주적인 환경 요인, 학교의 교사 및 관리자의 인식문제를 들 수 있다. 그리고 학교인권교육이
실현될 수 있는 가능성 요인으로는 인권교육에 대한 교사와 학생의 의식 변화, 사회과 교육의 한 영역
으로서 인권교육의 가능성, 인권친화적인 학교환경을 들 수 있다.
본 연구는 비제도권 인권단체의 인권교육 현황분석을 통하여 추상적이나마 학교인권교육 도입에 있
어서의 체계적인 방향정립에 대하여 논의한 것이다. 차후, 구체적인 학교인권교육의 도입방안, 목표,
교육내용, 교육과정 수립 등에 대한 연구와 시도가 이루어져야 함을 제언한다.

The necessity of human rights education is increasingly stressed along with recentsocial phenomena. So far, a lot of studies have been implemented on this issue, and human rights
education must be provided as part of institutional school education to stay abreast with the
trend. The purpose of this study was to make a comparative analysis of institutional and
noninstitutional human rights education in a bid to suggest some of the right directions for
institutional school human rights education.
Four noninstitutional human rights-related organizations were selected in this study to serve
the purpose from among lots of related institutions: SARANBANG Group for Human Rights,
Dasan Human Rights Center and Korean National Commission for UNESCO. The selected institutions respectively represented national agencies, nongovernment groups and international
organizations.
The goals and ideology of each group were discussed, and literature review was done to
compare their human rights education, objectives of that education and relevant activities by
utilizing their websites and data published by them and by having an interview with people in
charge.
The findings of the study were as follows:
There were some limits to institutional school human rights education due to a lack of national
guidelines about the directions of that, social perception of looking at the issue just from an
ideological perspective, physical school environments, and awareness of school administrators
and teachers. And there were favorable prospects for this issue as well, which are expected to lead
to the realization of institutional school human rights education. For instance, it will be possible to
change the way teachers and students look at the issue, and that education could be offered in
social studies class. Besides, human rights-friendly school setting will possibly be created.
This study attempted to analyze the state of noninstitutional human rights education provided
by human rights groups to discuss the possibility and limitations of institutional school human
rights education, though it produced little immediate visible results. Lots of research efforts
should be channeled in the future into this issue to determine how to actualize human rights
education as part of institutional school education.
