이 연구의 목적은 1990년대 남북 청소년 교류․협력 형성기에 나타난 정부의 대북정책 및 남북관계 변화 정도에 따라 청소년 교류․협력의 추진주체와 추진방법 등이 어떻게 발전하였는가를 고찰하고, 이행 실태의 유형화를 시도하는 것에 있다. 우선, 1990년대 남북 청소년 교류․협력의 추진주체를 살펴보면 이전에는 정부를 단일창구로 한 추진 형태가 주를 이루었으나, 1998년부터 국내외의 민간단체가 적극 참여하였다. 이것은 김대중 정부의 정경분리원칙으로 정치․군사적 환경과 별개로 남북 교류․협력과정에 민간단체가 참여할 수 있는 여건이 조성되었고, 동시에 우리 사회의 민간단체 역량이 증진된 결과에 기인한다. 이 시기의 남북 청소년 교류․협력은 주로 인도적 지원 사업에 치중된 경향이 있었지만, 북한 사회에 대한 국제적 관심을 불러일으켰다는 면에서 높은 평가를 받는다. 또한, 1990년대 남북 청소년 교류․협력의 추진방법과 이행 실태를 유형화하면 정부의 공식적 허가를 받아 추진된 합법적 교류․협력과 일부 운동권 대학생을 중심으로 이행된 비합법적 교류․협력, 그리고 국민의 정부 이후 급속히 증가한 민간단체에 의한 교류․협력으로 분류할 수 있다. 그러나 1990년대의 남북 청소년 교류․협력은 청소년분야를 독자적 영역으로 하여 발전한 것이 아니라 학술, 문화예술, 종교, 관광, 스포츠 등과 같이 사회문화 영역 속에서 추진되었다는 한계를 갖는다.

영어 초록

The purpose of this study is to find out how the propulsion agent and method of the youth exchanges and cooperation had been developed according to the changes on the North and South relationship and a policy engaging North which appeared at the 1990s North and South youth exchange and cooperation formative period and to try out a type of status of implementation. First of all, when taking a close look at a promotion subject of the 1990s North and South youth exchanges and cooperation, the government used to be a single promotion formation, however, since 1998, the national and international NGOs were actively involved. This is a principle of separating politics and economics from Dae-Joong Kim government and it creates the conditions for private organizations to participate in the process of North and South exchanges and cooperation without concerning politics and military environment and at a same time, it is the result of the increased capacity of private organization in our society. At this period, it tended to be mainly focused on the humanitarian aid business, however, North and South youth exchange and cooperation estimated highly as far as the fact that the international interest for North society raised is concerned. In addition, when a classification of the 1990s North and South youth exchange and cooperation promotion method and the status of implementation is carried out, it can be classified in to three parts; the legal exchanges and cooperation pushed ahead by a governmental official permission, the illegal exchanges and cooperation which were mainly fulfilled by some activist students, and the exchanges and cooperation fulfilled by civil organizations which were increased rapidly from the point of the government of people. However, the 1990s North and South youth exchanges and cooperation have a limitation in that it was developed through scholarship, cultural arts, religion, tourism, sports rather than developed through focusing on the youth.
