통일은 역사적 운명이 결정되는 “정치의 시간”이다. 어떤 정치적 선택이 이루어졌는가에 따라 통일 이후의 발전은 완전히 다른 궤도로 들어설 가능성이 높다. 독일 통일은 대외정치적 차원에서 멀리 내다보는 현명함을 발휘했다. 애당초 통일에 반대했던 주변 국가들 및 특히 소련을 설득한 외교적 능력도 출중한 것이었지만, 무엇보다 통일 독일의 미래를 유럽통합과 연계시킨 것은 대단한 정치적 현명함으로 평가받지 않을 수 없다. 그러나 통일의 국내정치적 차원에서 이루어진 결정들은 근시안적이었고, 참담한 결과를 야기했다. 정치적 편입과 함께 첫 단추가 잘못 끼워졌으며, 화폐통합과 함께 통일은 돌이키기 어려운 궤도로 진입했다. “선 반환, 후 보상” 원칙에 기반한 소유권 회복과 신탁관리청의 매각 일변도의 사유화 과정은 구 동독 지역의 경제적ㆍ재정적 자립 및 균형적 발전을 고려한 합리성과는 애당초 거리가 멀었다. 구 동독의 현실에 대한 오판과 통일에 대한 과도한 낙관주의는 “정치의 우선성”이 지배하는 역사적 순간에 당혹스러운 결과를 초래하는 정치적 결정들이 등장한 배경이었다. 이러한 과도한 낙관주의는 독일 통일이 분단국가였던 서독의 정치지도자들에게 체제경쟁에서의 승리라는 강한 도취감을 제공했기에 가능해졌던 것이다. 본 논문은 독일 통일이 한반도 통일전략에 주는 몇 가지 시사점을 독일 통일 20년의 정치경제를 비판적으로 분석함으로써 도출하려 시도할 것이다.

영어 초록

"Unification is a “time of politics” upon which a nation’s historical destiny is determined. The path of a nation’s future can take a drastic turn according to the political decisions made at the time of unification. In the field of her foreign politics, Germany showed very remarkable ability and wisdom to look ahead into her far future. Of course the way Germany was able to convince and persuade her naysayers –most notably the Soviet Union –to draw their support for the unification process was an outstanding political achievement in itself. But the most impressive political feat was the way that Germany was able to construct her future to work hand in hand with the integration into the European Union. The political wisdom behind such a decision deserves much credit and recognition.
Unfortunately, however, for the domestic part, the political decisions were somewhat short-sighted which eventually led to disastrous consequences. Germany got off on her first wrong foot in the political incorporation process and also the unification of the currency set Germany on a course of no return. The restoration of property rights based on a principle of “restoration first, compensation later” and a one sided policy of pro-sale privatization process were far from being rational in its inattentive approach on the balanced development with the economic and financial independence of the former East Germany.
Underestimations of the realities of East Germany as well as extremely optimistic perceptions on the
unification itself marred a historical moment when politics should have come first with a subsequent
result of unsuccessful outcome. Over-optimism was made possible by the euphoria of West German political leaders who saw unification itself as a huge victory in the competition between two conflicting systems. This paper reviews on the lessons deducted from the German unification process through critical analysis of the political-economic realities of the unified Germany and explores their political implications towards the unification of the Korean peninsula in the future.
