한국어 초록

세계 많은 나라들은 자국의 힘과 국제경쟁력 강화를 위해 근대적 민족국가의 외연을 넓히는 노력을 해왔다. 경제영토, 문화영토 등 여러 분야에서 자국의 위상을 넓히는 시도는 어제 오늘의 일이 아니다. 이러한 질서가 과거와는 달리 오늘날에 와서는 초국가적 네트워크 활용을 위한 방향으로 변화를 가져오고 있다. 이는 아래로부터 초국가주의의 일부를 구성하는 디아스포라와의 통합이다. 세계적으로 분산된 이산민족들을 통해 국가의 번영과 위상을 높일 수 있다는 안목을 가지게 된 것이다. 과거 눈물의 역사에서 탄생한 디아스포라 존재를 거들떠보지 않던 국가들이 오늘날에 와서는 그들이 세계화의 물결에 찾아온 국제경쟁력 핵심으로 보이기 시작했던 것이다. 이제 디아스포라 한인 문제도 더 이상 소수민족의 담론에 머무르게 해서는 않된다. 존재론적 관점에서 각 민족국가 단위의 개발론 혹은 활용론의 대상에 그쳐서는 않된다. 오히려 이들 현상을 세계화 내지는 초국가주의의 연장선상에서 이루어 국가와 민족의 정체성을 확립하고 공동체 의식의 강화가 요구된다. 더불어 국민통합과 민족통합을 이루어야 한다. 이를 위해서는 정확한 실상을 규명하는 것이다. 그리고 이질성을 극복할 수 있는 방안을 국가보훈에 담긴 자주, 평화, 민주시민 정신을 보편적 가치로 사회 전반으로 확산하는 것이다. 이는 조화와 균형 있는 사회풍토를 조성하는 것이며 민족의 긍지와 공동체 의식을 높이는 것이다. 이야 말로 국민화합과 사회통합을 위한 토대 마련이다. 그리고 세계화 시대에 맞는 국가 보훈정신의 정립이며, 새로운 국가보훈의 이념과 정책이 미래의 상징과 비젼을 제시할 수 있는 또 다른 초석이 된다.

영어 초록

Many countries in the world have been trying for the extension as a modern nation-state to strengthen their national power and international competitiveness. Their attempts have always been to broaden their own national status in various areas including economic and cultural territory. A difference in today is the directional change of this order to take advantage of a transnational network. This refers to the integration of Diasporas which consists a part of ultra-nationalism from below. It is time to have an eye for the possibility of raising the national prosperity and status through the dispersed people worldwide.
Along the wave of globalization, the Diasporas, born in the history of pain and neglected, now appeared as the core of international competitiveness to many countries. The Korean Diaspora also should no longer remain in the discourse of ethnic minorities. In an ontological perspective, it should not be limited to the subject for the development or utilization in terms of units of each nation-state. Rather, it requires the establishment of national and ethnic identity and the strengthening of a sense of community on the extension of globalization or ultra-nationalism. In addition, unity of both ethnic people and citizens should be achieved.
To this end,it requires to identify the true picture of reality. The way for overcoming heterogeneity is to spread the spirit of independence, peace, and democratic citizenship throughout society as universal values. This is to foster a social climate of balance and harmony and to heighten the sense of ethnic pride and community. This indeed establishes the foundation for national unity and social integration. And this is the establishment of the spirit of national merit reward in the era of globalization and another cornerstone on which a new
ideology and policies of the national merit reward can suggest a symbol and a vision of the future.
