한국어 초록
PISA 2009의 참여 국가들의 교육과정을 분석하여 도덕교육의 실태를 살펴보았다. 그 결과는 다음과 같다. 첫째, 독해(reading)와 역경극복능력(resilience) 성적에서 중상위 40개 국가의
67.5%가 <도덕교육> 혹은 <윤리학>을 필수교과로 가르치고 있다. 또 이 40개 국가 가운데
가장 강력한 형태의 도덕교육인 <종교교육>만을 실시하는 국가까지 포함하면, 도덕교육을 의
무적으로 실시하는 국가는 80%에 이르며, <종교교육>교과가 <윤리학>교과로 대체되는 경향
이 나타난다. 이에 비해 <윤리학>이나 <종교교육>을 배제하고 <공민성>을 필수로 규정하는
국가는 15%에 불과하다. 그러나 <공민>교과의 경우에도, 도덕과 성격을 담고 있는 교과가 늘
어나고 있는 반면, 사회과 과목의 일부로서의 사회과학적 교과를 가르치는 국가는 제한적이
다. <철학>교과의 경우, 초, 중학교에서 다루는 국가는 전무하고, 일부 극소수 국가에서 고등
학교 상급학년에서 가르치는 정도이다. 둘째, <도덕교육>이나 <윤리학>이 특정 학년에 집중
이수되는 국가는 보이지 않으며, 초등학교부터 고등학교에 이르기까지 나선형 교육과정을 통
해서 단계별로 교육되는 것이 일반적 현상이다. 셋째, <도덕교육> 혹은 <윤리학> 교과의 국
가교육과정에서의 필수화 현상은 최근 들어 크게 확산되고 있다. 넷째, <도덕교육>의 유형에
있어서 동양권의 <도덕․윤리>유형와 북유럽의 <종교/윤리학>유형을 실시하는 국가의 성적
이 북미와 프랑스의 <사회/공민>유형의 국가들보다 높게 나타나고 있다.
이러한 현상은 그간 우리가 실시해온 <도덕>이나 <윤리>교육에 대해 스스로 정당성과 긍
지를 갖게 해줄 것으로 생각한다. 이런 점에서 <도덕>과 <윤리>교과를 홀대하는 ‘2009 개정
교육과정’은 미래와 세계에 등을 돌리고 있는 것이다.
영어 초록
This Article studies the realities of moral education among the nations or citiesparticipated in PISA 2009 through analyzing those curriculum. The results are as
followings. First. in 67.5% of 40 nations or cities which ranks 1-40 grade in terms of
reading or resilience, subject matter <moral education> or <ethics> is stipulated as a
requisite or independent subject matter. Having included the five nations which
imposes <religious education> as a subject matter, which is considered as strongest
type of moral education against secular moral education, there would be about 80%.
Meanwhile, the nations which excludes either <moral education> or <religious
education>, but imposes only <civics> or <citizenship> as a requisite subject matter,
remain only 15%. Second, There is no nation which has so called 'the short term
intensive curriculum' of <moral education>, in which students should learn it only
during one or two semester or one school year grade, instead of studying it every
semesters or grades in elementary or middle school. In general, almost nations have
the spiral curriculum that students gradually should learn it step by step through 1~6
or 1~10 grades. Third, it is recent trends in europe countries that <moral education> or
<ethics> subject matter becomes a requisite subject matter or a subject matter in
national curriculum. Last, oriental type of <morality/ethics> education as well as
Northern European type of <religion or ethics> education seem to have more positive
relationships to high scores in PISA than American types of <civics> education.
These phenomena seem to give academic legitimacy to korean moral education
system which traditionally has continued to keep <morality/ethics> as a requisite and
independent subject matter, but leave the '2009 revised Curriculum' which would go
against this direction a task to re-exam and reflect itself seriously.
