이 연구에서는 노인복지시설의 기관혁신활동에 대한 경험적 분석을 실시하였다. 특히 노인복지시설 중 전통적 비영리기관인 노인복지관과 영리추구가 주된 목적인 실버타운의 비교분석을 통해 현실적으로 노인복지시설의 기관혁신활동을 장려하기 위한 시사점 도출을 시도하였다. 2009년 9월 26일부터 12월 12일까지 우편발송 및 팩스발송을 이용하여 진행되었고, 총 422부를 배포하여 노인복지관 107개소 107부와 실버타운 18개소 116부를 최종적인 분석 자료로 활용하였다. 자료의 분석을 위하여 각 척도의 신뢰도를 검증하였고, 연구문제의 해결을 위하여 기술통계분석, 독립표본 T검증, 단순상관관계분석 및 위계적 회귀분석을 실시하였다. 이와 같은 과정을 통해 얻은 주요 연구결과는 첫째, 지난 2년간에 걸쳐 실행한 기관혁신활동의 빈도는 노인복지관과 실버타운에서 모두 산물혁신활동의 빈도가 가장 많은 것으로 집계되었고, 과정혁신활동의 빈도는 상대적으로 가장 적은 것으로 분석되었다. 둘째, 기관혁신활동에 가장 큰 영향력을 행사하는 변인은 노인복지관의 경우 존립기간 변인으로 나타났고, 실버타운의 경우 기관규모 변인으로 밝혀졌다. 그 다음으로 영향력을 갖는 변인은 공통적으로 집권화 변인으로 나타났다. 상기와 같은 연구결과를 통해 노인복지시설 중 노인복지관과 실버타운은 외부와의 연계 등 적극적인 노력을 의미하는 과정혁신활동에 보다 적극적인 관심에 대한 필요성을 제기하며, 서비스 및 프로그램의 전달체계 변화와 새로운 전달체계의 도입을 위한 기술에 대한 논의와 연구 또한 필요하다고 할 수 있다. 그리고 현실적으로 기관혁신활동을 증진하기 위한 가장 효과적인 방법은 각 기관의 중간관리자가 주요 의사결정 과정에 참여하는 경향을 높이는 기관구조를 형성해야 한다.

영어 초록

An empirical analysis of organizational innovative activities of welfare facilities for the aged was conducted. Particularly, we aimed to induce implications to actually encourage organizational innovative activities of welfare facilities for the aged through comparative analysis of welfare centers for the aged - a traditional non-profit organization among welfare facilities for the aged - and silver towns, an organization mainly in pursuit of profit. This study was conducted using mail and fax despatch from September 26 to December 12, 2009. Among total 422 sheets of questionnaires sent, we used 107 samples from 107 welfare centers for the aged and 116 samples from 18 silver towns as final analytical data. We tested reliability of each scales for data analysis and also conducted descriptive analysis, independent samples t-test, simple correlation analysis and hierarchical regression analysis to solve the problems of the study. We got three main findings from this process as below. Firstly, in regard to frequency of organizational innovative activities for last two years, both in welfare centers for the aged and silver towns, innovative activities for product marked the highest frequency, while frequency of innovative activities for procedure was assessed as lowest. Secondly, in all types of chief executive’s leadership, mean value of welfare centers for the aged exceeded that of silver towns, while mean value of silver towns exceeded that of welfare centers for the aged in variables of scale of organization, diversification and centralization. Thirdly, variable most influencing on organizational innovative activities was assessed as duration in welfare centers for the aged and as scale of organization in silver towns respectively. These findings suggest necessity for people engaged in this field to pay more attention to innovative activities for procedure through linkage of welfare centers for the aged and silver towns to the exterior and further require discussion and research on technology to change service and delivery system of programs and to adopt new delivery system.
