한국의 혁신교육운동은 1990년대 후반의 열린교육운동을 거쳐 현재 창의지성교육을 내세운 경기도교육청의 ‘혁신학교’ 운동으로 이어지고 있다. 창의지성교육은 교육과정의 재구성, 배움중심수업, 평가
혁신 등을 통해 학교 교육의 일대 혁신을 추구하고 있으며 어느 정도 가시적인 성과를 내고 있다. 창의지
성교육에서 강조하는 비판적 사고력은 사회과의 민주시민교육과 밀접히 연결된다.
사회과에서 혁신교육 운동이 적용되면서 주제중심의 교육과정 재구성이 빠르게 자리를 잡아가고 있다. 기
존의 교육과정 재구성과 다른 점은 총시수와 성취기준만을 염두에 둔다는 점과 결과중심의 통합이 아닌
동학년 단위의 ‘전문적 학습공동체’를 지향한다는 점이다. 주제중심 교육과정 재구성은 학습자의 발달 및
삶과 연결 짓는 실제적인 고리를 제공한다. 결과중심의 교육과정 작성에만 힘을 기울이거나 학교 상황에
맞지 않는 우수 사례 중심의 도입을 서두를 경우 역효과가 날 것으로 보인다.
창의지성교육을 내세운 경기도교육청의 혁신교육운동은 ‘사회적 실천’과 ‘경험과 체험’을 강조하는 등 사
회과교육과 밀접하게 연결된다. 또한 비판적 사고를 바탕으로한 ‘자기생각 만들기’는 사회과의 문제해결
및 탐구력과 본질적으로 다르지 않다.
교사들이 사회과수업에서 다양한 활동을 시도하고 의미 있는 자료를 활용하며, 적극적인 상호작용을 유도
하여 학생들로 하여금 지식의 창조 혹은 자기생각만들기를 하도록 한 것은 창의지성교육의 큰 성과라고
할 수 있다. 다만 결과와 우수사례 중심의 교육과정재구성을 추진하거나 고전 중심의 난해한 창의지성텍
스트를 강요하고 관점표를 제시하여 오히려 창의적인 수업을 저해하는 창의지성교육은 열린교육이나 그
이전의 혁신교육운동이 그러했듯이 역사의 뒤안길로 사라질 것이다.
구호나 실적, 혹은 대회를 통해 교육혁신을 이뤄낼 수 없음은 자명하다. 그러한 혁신은 오래가지 못하며
공감을 얻을 수 없다. 구호가 아닌 축척된 실천으로, 실적이 아닌 교사들의 자발적인 수업 혁신으로, 그리
고 대회가 아닌 수업 문화의 형성을 통해 사회과의 혁신교육 운동은 자리를 잡을 수 있다.
영어 초록
The movement of innovative education in Korea has been carried over to the openclassroom education in 1990’s to ‘Creative Intellectual Education(hereafter CIE)’ of Kyunggi Office
of Education.
CIE persues groundbreaking innovation of education and is leading tangible results through
reconstruction of curriculum, learning-centered class, and innovation of evaluation.
The critical thinking emphasized in CIE is closely related to democratic citizenship education in
social studies.
As the innovative education movement in social studies education has been applied, subjectoriented
reconstruction of curriculum is being rapidly settled. This new reconstruction is different
from the previous ones in that it focuses only on the total class times and standards of
accomplishment and aims at professional learning community of same grade teachers not the resultcentered
integration. The subject-oriented reconstruction of curriculum provides real link between
the development of learners and their life. Meanwhile, putting efforts in making result-centered
curriculum or introducing outstanding cases of other schools blindedly may lead to a contrary effect.
The movement of innovative education of Kyunggi Office of Education advocating CIE is
interrelated with social studies education emphasizing ‘social practice’ and ‘exercise and experience.’
‘Making one’s own thought’ based on critical thinking can also be considered to have same roots as
problem solving and investigation of social studies. It can be regarded as a great success of CIE that
teachers has tried various activities, used meaningful material and let students create knowledge
or ‘make their own thoughts’ through active interaction.
However, if CIE is misunderstood as reconstructing the curriculum centered on outstanding cases,
compelling abstruse texts or suggesting the table of viewpoint for evaluation, it will impede creative
class and fade in the mists of history like open classroom education. It is obvious that slogans, results,
and competitions can not help achieve educational innovation. Those innovation never lasts long
and can not receive appreciation.
The movement of innovative education of social studies an take its place through not slogans but
accumulated experiences, not outputs but voluntary innovation of teachers in classrooms, and not
competition but shaping of class culture.
