본 연구는 비선호시설과 선호시설 입지선정으로 인해 발생한 공공분쟁의 특징을 비교하는 것
을 목적으로 한다. 선호시설과 비선호시설 입지선정으로 인한 공공분쟁의 상이한 성격상 공공분
쟁의 중요한 특징인 종료방식, 강도, 종류, 성격 등에 있어 차이점이 있는지 알아보았다. 또한 선
호시설과 비선호시설과 같은 입지선정 공공분쟁은 그 외 다른 공공분쟁과 어떠한 차이점을 보이
고 있는지 공공분쟁의 특징을 중심으로 알아보았다. 입지선정 공공분쟁을 선호시설 관련 공공분
쟁과 비선호시설 관련 공공분쟁으로 구분해 비교해 살펴보면 선호시설 관련 공공분쟁은 대부분
지역분쟁인데 비해 비선호시설 관련 공공분쟁은 환경분쟁이 다수를 차지하고 있었다. 선호시설
관련 공공분쟁은 관-관 분쟁의 비율이 상대적으로 높은 반면 비선호시설 관련 공공분쟁은 민-관
분쟁의 비율이 월등히 높게 나타나고 있다는 점을 발견할 수 있었다. 시민단체 개입이라는 관점
에서 보았을 때 비선호시설 관련 공공분쟁에 시민단체가 개입하는 경우가 많지만 선호시설 관련
공공분쟁에는 개입이 낮다는 점을 찾을 수 있었다. 이러한 결과는 같은 입지선정 관련 공공분쟁
이라도 발생 원인이 다르고 무엇보다 입지선정에 대한 주민들의 상이한 반응이 공공분쟁 특징의
차이점으로 연결되고 있는 것이라 하겠다. 분석결과는 공공분쟁이 원인과 관리방식에 따라 일반
적으로 다른 진행과정 및 양상을 보이게 되는데 입지선정 공공분쟁도 이러한 차원에서 접근하고
연구해야 한다는 점을 보여주는 것이다.

영어 초록

This study aims at examining differences between the public disputes caused by the location selection
of NIMBY facilities and the public disputes caused by the location selection of PIMFY facilities. In
particular, this study compares the two kinds of public disputes in terms of issues, types, parties
involved, intensity, and resolutions. Likewise, in this study we examine whether characteristics of the
public disputes related to the selection of location are different from the other public disputes'. Analyses
show that the public disputes with the location selection of NIMBY facilities are mainly environmental
disputes, while the public disputes with the location selection of PIMFY facilities are chiefly regional
disputes. A proportion of private-government disputes are comparatively high among the public
disputes caused by the location selection of NIMBY facilities, while government-government disputes
take high percentage of the public disputes caused by the location selection of PIMFY facilities. In terms
of the intervention of civic groups, civic groups frequently intervene in the public disputes related to
NIMBY facilities, while the intervention of civic groups in the public disputes related to PIMFY
facilities are rare. These results indicate that characteristics of the public disputes related to the selection
of location are influenced by cause of public dispute, the response of residents involved in public
disputes of selection location, and governmental effort to resolve public disputes. Therefore, scholars
and policy makers should take characteristics of public dispute into consideration to manage public
disputes systematically.
