The purpose of this study is to develop a self-control enhancement program which is one of personal and psychological risk factors of juvenile delinquency and re-delinquency, through the process of participatory action research. The study consisted of 3 steps. First step was to establish a direction of the program by investigating the needs and problems with first participants and to develop the first program. The second step was to let the second study participants experience the first program and collect qualitative data to modify/supplement the first program in order to develop the second program. And the third step was to let the third participants experience the second program and collect the qualitative data to modify and supplement the second program in order to develop the final program. To verify the effectiveness of the program, Mann-Whitney U Test was conducted. As a result of this test, self-control after conducting the second program was higher than the before. As a significant result p<0.05 was shown, effectiveness of the enhancement program is proven and the final program was developed after modifying and supplementing the second program. And also, from the results of participants' self-assessment, descriptive survey, class assessments from class research and assessment of teachers this program was proven to be effective in changing the six factors of the lower self-control and raise the self-control. Thus, it is believed that the program developed from this study is appropriate to enhance the self-control of juvenile offenders in a juvenile detention center.And it is meaningful as this is a user-driven program which users' needs and problems have been reflected on through the participatory action research.
