본 연구에서는 한국교육개발원의 2010년도 학교실태조사 자료를 이용하여 방과후학교 참여와 EBS 인터넷/방송 시청이 사교육비 지출에 미치는 영향을 분석하였다. 방과후학교 프로
그램 효과와 EBS 시청 효과를 면밀하게 분석하기 위해서 토빗모형과 더불어 표본선택을 보
정하기 위한 헤크만 모형, 그리고 방과후학교 참여와 EBS 시청이 학생들의 의도적인 자기
선택행위에 의한 것이기 때문에 선택편의(self-selection bias)를 제거하기 위한 경향점수 매칭
모형(propensity score matching model) 등을 이용하여 분석을 수행하였다. 연구결과 방과후
학교 참여는 토빗모형, 헤크만 모형, 경향점수 매칭 모형 등에서 모두 통계적으로 유의하게
사교육비 지출에 부적인 영향을 보여주고 있었다. EBS 시청여부는 헤크만 모형에서만 통계
적으로 유의하지 않게 나타났으나 토빗모형과 경향점수 매칭 모형 등에서는 통계적으로 유
의하게 사교육비 지출에 부적인 영향을 주고 있는 것으로 나타나고 있었다. 따라서 방과후
학교와 EBS 시청이 일정정도 중학교 단계에서 사교육비 지출감소에 영향을 주고 있는 것으
로 볼 수 있다. 다만 본 연구에서는 EBS 시청효과의 경우 세부적인 교과목에 따른 분석이
수행되지 못한 한계점이 존재하며 방과후학교의 경우에는 변수용 김경근(2010)의 연구와
다른 결론을 보여주고 있어서 지속적으로 최근의 자료를 이용한 방과후학교에 대한 면밀한
효과 분석이 지속될 필요가 있을 것으로 보인다.
영어 초록
The purpose of this study is to assess the effects of after-school and EBS internet/broadcaston the private education expenditure. For this study, we use the data from the third cycle of
"The Study on the Actual Status and Its Level of School Education in Korea in Middle
Schools" surveyed by KEDI in 2010. To address potential sample selection and self-selection
bias, we apply heckman, propensity matching score models in addition to tobit model. We find
that participation of after-school program leads to significant decrease in private education
expenditure across all models. Watching EBS broadcast leads to significant decrease in private
education expenditure in the tobit and propensity matching score models, not heckman model.
Thus, we find that after school program and EBS internet/broadcast have an effect on the
reduce of private expenditure at the middle school level. However, this study has a limitation
that we did not divide the effect of EBS by curricular. Also the result of this study differs
from recent Kim and Byun(2010)’s one, thus more further studies are needed.
