The political endeavors of the Korean government toward the competency-based education have beenimplemented as a movement to the National Competency Standards (NCS)-based curriculum. Junior
colleges, one of the main vocational training institutions, have paid more attention to the scheme.
However, one of the most critical factors in introducing and implementing the NCS-based curriculum is
the role of faculty members. Therefore, it is an urgent issue to equip the faculties with required
competencies. The purpose of the study is to draw competencies of faculty members at junior colleges to
introduce and implement the NCS-based curriculum. A set of competency was deductively derived from a
total of nine professors and consultants with more than ten-year experiences and has been involved in
developing the NCS-based curriculum. Questions from the behavioral event interview (BEI) method were
selectively adopted for the interviews with the nine experts. The collected data were transcribed and
analyzed into different competencies, which then were taxonomically analyzed, and contextually interpreted.
This process was recursively repeated and resulted in a final list of competencies. Results showed that
the competencies required professors at junior colleges for the NCS-based curriculum implementation were
classified into four areas: Macro-level curriculum development; micro-level course design; knowledge
across areas; and attitude across areas. The sub-competencies of former two areas may be procedurally
arranged. A total of 25 sub-competencies constitute a set of resulting competencies. Comparisons between
competencies suggested in the previous literature and the ones from this study were discussed. Further
research and political and administrative supports were recommended utilizing the results of the study. It
is expected that this study would contribute to developing competencies of junior college faculties who
ultimately would improve the quality of the competency-based vocational education.
