본 논문은 우리 사회의 다문화담론을 다각적으로 바라보기 위한 방편으로 구약성경의 다문화인에 대한 사회복지적 내용을 현대적 개념으로 소개하였다. 이를 위해
연구자는 사회언어학적 관점에서 구약성경 당시 관습과 역사적 배경을 담고 있는
다문화인을 지칭하는 명칭들을 재 정의하여, ‘외국인근로자’, ‘이민자’, ‘난
민’ 그리고 ‘외부인’으로 구별하였다. 이를 토대로 히브리민족의 민족국가 형성
이후 이스라엘이란 사회 속에서 다문화인들의 삶의 정황과 사회 복지적 시책들을
재현하고, 역사적이고 신학적인 맥락에서 이스라엘 백성과의 관계를 규명해 보았다.
그들의 법전에 따르면, 다문화인들은 이스라엘 사회 속에 자국인과 대동소이한 법적
지위를 보장받았다. 또한 이스라엘 백성은 다문화인들 중 경제적 이유로 이주하였던
이민자들을 사회구성원 중 한 일원으로 받아들여 자국민 생활보호 대상자에 포함시
켰다. 히브리민족의 다문화인에 대한 강력한 연대의식과 적극적인 배려는 다문화인
으로서의 자신의 정체성 규정에 근간을 두고 있었다. 히브리 민족의 정체성은 하나
님과 맺은 계약법에 기초를 두었으며, 이를 토대로 형성된 이스라엘 사회는 혈통과
인종을 넘어서는 보편적인 가치를 지닌 다문화사회를 담론으로 하는 개방적 사회를
지향하고 있었다. 다종교와 다가치를 의미하는 다문화사회의 문턱에서 한국사회는
사회·윤리적 차원에서의 이러한 보편적인 담론 형성을 위해 노력해야 할 것이다.
영어 초록
This study aims to provide multilateral view for understanding the discourse ofMulti-cultural society. To do so, this study introduces the Old Testament period’s
Israel’s welfare contents for foreign or immigrant people, in the context of modern
welfare policy. For the purpose of this study, the author re-defined the terms to
designate foreign people into four following categories, in the aspect of
socio-linguistics: Foreigner, Guest, Refugee and Stranger. Adopting the concepts of
the terminologies, the author reviews the lives of immigrants' and social policies for
immigrants in the Israel after its formulation of Hebrew kingdom. Then, the study
also explores the relationship between Israelites and the social context for the
immigrants in the ages. The main findings of this study are summarized as
followings: First, according to their code, immigrants were guaranteed their legal
rights as same as Israelites. Second, furthermore, Israel accept migrants who moved
into Israel for the economy reasons and even treated them as the weak to be
protected by society. In Sum, the ancient Israel had not only inclusive attitude but
also policy to care foreign immigrants. This might be expanded by the unique
identity of Israelites as people of multi-cultural society and their national trait: the
sense of belong together with foreigners. The identity of Hebrew people was based
on the covenant made with God. Whoever agreed to the law could be a member of
this society. Based on this, the Israelite’s Kingdom was established and it aimed for
a social-ethical dimension that the covenant has indicated. the Israelite’s society
has transcended geneological and ethnological differences. In this aspect this article
contributes to the Korean society that stands on the threshold of the multi-cultural
society and which is demand to developing of the value in our context.
