본 연구는 교육복지 특별학교 지정(교복특)이 학교재정의 수직적 형평성에 기여하고 있는지 여부와 이러한 연구결과를 바탕으로 교복특 정책이 학교 간 학력격차 완화에 기여하고 있
는지 여부에 대하여 고찰하였다. 본 연구는 교복특 정책이 어려운 지역에 있는 학교에 대한
차등 재정지원으로 교육재정의 수직적 형평성(vertical equity)을 달성하고 있는 것을 확인하
였다. 이러한 결과는 교복특 정책의 효과를 논의하기 위한 전제조건이 충족되고 있음을 의미
한다. 본 연구는 선행연구에서 제시한 교복특 연구 방법에 대해서 제기한 문제점을 반영하여
준실험적인 연구설계 중 회귀불연속 설계를 활용하여 학력격차에 미치는 영향을 분석하였다.
분석결과를 보면 영어 과목에서 교복특 학교의 학습부진아 비율이 일반학교의 그것과 비교하
여 유의미하게 줄어드는 점을 발견하였다. 그러나 수학 과목의 경우에는 학습부진아 비율이
오히려 증가시키는 것으로 나타나 이에 대한 구체적인 원인과 메커니즘 파악이 중요함을 제
기하였다.
영어 초록
The purpose of this study is to examine whether educational welfare schoolscontribute to the vertical equity of school finances and result in mitigating
educational gap. Previous studies pointed out that the effectiveness of compensatory
policy such as educational welfare can not appropriately be estimated using ordinary
regression method because unmeasured and omitted variables such as characteristics
of household, students, and school can not be controlled for. Since educational
welfare schools are not randomly selected, the estimation of its effectiveness on
achievement would be biased. This study applied for regression discontinuity design
which is currently well recognized as an alternative for experimental design. This
study found that educational welfare schools contribute significantly to enhancing
vertical equity of school finance. Further, we demonstrated that educational welfare
schools lessened the proportion of low-achieving students in English but could not
eradicate achievement gaps when compared to other schools. This modest result may
reflect that schools’ endeavor are not enough to compensate for cumulative deficit
originating within the households with respect to strength, frequency, and lasting of
treatment. Without targeted programs for low achieving students, those students risk
the high probability of lagging behind their peers. Thus the referred policy goal,
eradication of educational gap by educational welfare schools, is only a political
rhetoric.
