본 연구에서는 ‘학교폭력 예방 및 해결 등 기여 교원 승진가산점 부여 제도’가 학교의 특수한 상황에 맞추어 어떤 방식으로 운영되고 있는지, 그리고 그에 대한 교원들의 인식은 무
엇이며, 그러한 인식은 어떠한 결과를 가져왔는지를 탐색하고자 하였다. 이를 위해 전라북도
에 근무하는 초등교원을 대상으로 심층면담을 실시하였다. 연구결과는 다음과 같다.
(1) 학교폭력 승진가산점제가 학교의 특수한 상황(교원들 간의 특수한 이해관계구조)에 맞
추어 어떤 방식으로 운영되고 있는지를 보면 첫째, 학교폭력 승진가산점 대상자 선정에 있
어 교원의 배경요인(승진서열, 학년, 담임여부 등)이 가진 영향력을 무시할 수 없다. 둘째,
학교폭력 승진가산점 대상 선정기준을 정하는데 있어 본래의 목적인 학교폭력 예방 및 해결
은 사라지고 승진가산점 배분에 있어 교사 간 갈등요인을 차단할 실적중심의 객관적인 공정
성이 중요하게 되었다. 셋째, 일부 학교에서는 모든 교원이 학교폭력 예방 및 해결에 공헌한
다는 합의를 통해 승진가산점을 돌아가며 분배함으로써 학교폭력 승진가산점 제도를 무의미
한 형식적인 제도로 만들고 있다.
(2) 승진가산점제의 운영방식에 대한 교원들의 인식은 어떠하며 그것은 어떠한 결과를 가
져왔는지를 보면 첫째, 학교폭력 승진가산점이 승진을 위한 도구로 인식됨으로써 승진으로
부터 자유로운 교원들의 학교폭력 예방 및 해결에 대한 책무성은 덜어지는 반면 승진을 준
비하는 교원들에게는 가중된 책임이 부여된다. 둘째, 학교폭력 승진가산점 대상자 선정기준
에 적합한 업무, 학년, 연수가 선호되며, 이러한 선택은 학교폭력 예방 및 해결에 대한 헌신
적인 의지보다는 승진가산점을 받을 수 있는 최소한의 노력차원에서 이루어진다. 셋째, 학교
폭력과 관련하여 교사간 경쟁적으로 과열되고 과장된 실적만들기가 이루어진다. 넷째, 학교
폭력을 예방하고 해결하고자 하는 교원의 순수한 교육적 노력을 승진가산점을 받기 위한 개
인적 이해관계의 관점으로 전락시켰다. 다섯째, 학교폭력 승진가산점을 받기 위한 교원간의
경쟁은 학년간, 선후배간, 동료 교원간 갈등을 유발하여 학교구성원간의 응집력을 깨는 부작
용을 불러오고 있다.
이상의 연구결과에 기초하여, 학교폭력 승진가산점 제도 운영에서 드러난 문제점을 극복
하기 위한 개선방안이 논의되었다. 학교폭력 승진가산점 대상수를 축소하거나 모든 교원에게 의미가 있으면서도 승진과 무관한 보상형태로 개선될 필요가 있다. 또한 교원들 간의 경
쟁을 유발하는 보상형태의 제도보다 교원들이 학교폭력 예방 및 해결을 위한 협력공동체를
만들어 갈 수 있도록 지원형태의 제도로 개선될 필요가 있다.
영어 초록
The purpose of this study is to understand how the promotional additional points system forteachers specifically related to school violence prevention is working. The results of this study
are the following:
(1) First, teachers' working backgrounds cannot be ignored when allocating points for
promotion. Second, in the process of creating the selection criteria, the original purpose of
school violence prevention and solutions is becoming less significant. Third, some schools
through an agreement have all teachers participating in school violence prevention. Points are
then awarded on a rotating basis making the promotional additional points system meaningless
in regards to school violence prevention.
(2) First, the focus for school violence prevention becomes of greater interest for teachers
preparing for promotion and of less importance to others. Second, the choice to participate in
school violence prevention is frequently made to acquire additional points for promotion rather
than a dedicated commitment to school violence prevention and solutions. Third, over-heated
competition between teachers for promotional additional points has created exaggerated results.
Fourth, there is a lack of genuine educational instruction on the issue of school violence
prevention because of a devotion to personal interests for promotion. Fifth, competition between
teachers to receive promotional points has led to the unintended consequence of breaking school
cohesion between school members.
Based on the results of the study, the following recommendations for the promotional
additional points system for teachers specifically related to school violence prevention are
proposed. It is necessary to create a minimum compensation atmosphere meaningful to all
teachers and to establish a system of support for school violence prevention.
