한국어 초록

최근에 신라장군 이사부의 동해안 출항지가 새로운 논점으로 제기되면서, 지금까지 ‘강릉출항설’과 ‘삼척출항설’이 대두되고 있다. 본 연구는 우산국을 복속한 이사부의 동해안 출항지에 대한 실체적 규명의 필요성이 시급히 요구됨에 따라, 이에 대한 해결을 모색하는 방안의 일환으로서 강원 영동지방의 강릉․동해․삼척지역으로 공간적 범위를 제한하여 역사고고유적을 바탕으로 접근해 보았다. ‘강릉출항설’에 대한 검토 결과, 안목항(지금의 강릉항)은 남대천 하구의 바깥쪽에 위치하고 암석해안으로 구성된 규모가 매우 작은 포구이기 때문에 대규모 兵 船의 출입에는 매우 부적합한 장소로 판단된다. 또한 남대천 하류역의 일대는 주변이 모두 사구지대와 저습지로 형성된 관계로 당시 하천의 정확한 고환경을 알 수 없으나 그 가능성은 낮은 것으로 생각된다. ‘삼척출항설’에 대한 검토 결과, 오십천 하구와 하구 남쪽에 접한 오화리산성의 구조와 지리적 입지, 산성내 출토유물을 고려하면 그 가능성에 설득력이 있다고 여겨진다. 대체로 삼국시대 5C ~ 7C대의 신라고분들이 군집을 이루고, 據點城 내지 治所 城이 함께 존재하고 있는 지역은 영동지방에서 비교적 큰 하천에 속하는 강릉 연곡천ㆍ남대천ㆍ군선천ㆍ주수천 일대, 동해 전천 일대, 삼척 오십천ㆍ마읍천ㆍ가곡천 (호산천 포함) 일대로 파악된다. 신라가 동해안 지역 중에서 가장 먼저 삼척에 군사적 전진기기의 성격을 띠는 州를 설치한 것은 이 지역의 지정학적 중요성에 주목하여, 동해 연안해로(해상교통로)를 독점적으로 확보 ․ 지배하여 동해안 영동지방의 진출과 북방교역의 전진기지로서 最適地가 바로 삼척이었기 때문이다. 『삼국사기』에 기록된 실직지원에서의 말갈세력 격파, 실직원에서의 고구려변장 살해, 실직성의 습격, 니하성 축성 등 일련의 기사를 통해서 泥河가 고구려와 말갈세력의 주요한 삼척 침입루트로 파악되며, 실직성 습격에 따른 니하성의 축조는 실직성(삼척)의 지정학적 중요성, 즉 해상루트와 관련된 핵심적인 전진기지로서 신라나 고구려 입장에서 모두 중요한 지역이었다고 이해된다. 이사부 출항지 문제해결과 관련하여 필수적인 요건으로서 대규모의 신라군선이 정박할 수 있는 넓은 자연항포구와 그에 수반되는 군시시설로서 성곽의 존재성으로 파악하였으며, 이를 근거로 수군 기능과 관련하여 신라군사가 주둔했던 신라성곽들을 제시해 보았다. 그 가운데서 하천의 하구에 가장 가까이에 소재하는 오화 리산성이 입지와 규모면에서 볼 때 예국고성을 제외한 다른 산성보다도 훨씬 뛰어나고 압도적인 것으로 이해된다. 산성유적에 대한 발굴조사가 이루어지지 않은 상태에서 섣불리 단정을 내릴 수는 없지만, 삼척 오십천 하구 그리고 그에 접해 있는 오화리산성이 이사부가 우산국 정복을 위해 출항했던 당시 출항지와 가장 밀접하게 관련된 항포구와 유적지인 것으로 추정된다.

영어 초록

Recently, as the EastSeaoutportofIsabu,a general of the Silla period, is being issued as a new point, ‘A View of Departure from Gangneung’ and ‘A View of Departure from Samcheok’ have come to the fore till now. Since the need for the substantive investigation into the East Sea outport of Isabu who submitted Usan-guk (Island) is urgently required, as a part of seeking the solution for this, this study approaches based on the historical archaeological sites by limiting the spatial extent to Gangneung, East Sea and the Samcheok area of Yeong-dong in Gangwon Province. As a result of the review on ‘A View of Departure from Gangneung’, it is concluded as an inappropriate place for the entrance of warships on a large scale because Anmok Port (now Gangneung Port) was located outside of the mouth of Namdaecheon River and it was a very small port in scale that was composed of rocky shore. In addition, because the lower Namdaecheon were formed of a sand dune and a swampy place, it is not able to find out the exact paleoenvironment of the river in those days but is considered as the possibility of departure is low. As a result of the review on ‘A View of Departure from Samcheok’, it suggests that the possibility is persuasive by considering the structure and geographical location of Ohwarisanseong (Ohwari castle on a hill) which was bounded by the mouth of Ohsipcheon River and the south of the mouth and excavated remains in the Castle. The areas where the Silla tombs from the 5th century to 7th century in the Three Kingdom Period of Korea were generally congregated and base castle or Chisoseong(castle for the center of administration) were existing are identified as Gangneung Yeongokcheon, Namdaecheon, Gunseoncheon, the whole Jusucheon region, the whole Donghae Jeoncheon region, Samcheok Osipcheon, Maeupcheon and Gagokcheon (including Hosancheon). The reason why Silla placed an administrative local district characterized as an advance military base first in Samcheok among East Sea area is that Samcheok was the best place for entering to Yongdong province of East Sea and an advance base for northern trade by keeping an eye on the importance of geopolitical location and securing and controlling the East Sea Coast (sea lane) exclusively. Niha River was identified as a main invasion route of Goguryeo and Malgal power into Samcheok through a series of articles such as defeating Malgal (Mohe) power in Siljikjiwon, the murder of Gogu and Ryeobyeonjang in Siljikwon, the attack of Siljik Castle and the construction of Niha Castle that are written in『Samguksagi (History of Three Kingdoms)』and the construction of Niha Castle due to the attack to Siljik Castle was the key advance base related to the geopolitical importance of Siljik Castle (Samcheok), in other word a sea route, and it is understood as an important area for both Silla and Goguryeo. The existence of a wide natural harbor port where a large scale of Silla warships can be anchored and the castle as accompanying military facilities for essential requirement with regard to problem solving of Isabu’s outport is identified. Based on this, the Silla castles where the Silla military were stationed regarding the naval capability were suggested. In the aspects of location and size, Ohwarisanseong Castle which is located nearest to the mouth of river is more outstanding and overwhelming than others except Yegukgoseong Castle. Wecannot conclude carelessly in the condition of no excavation process for castle remains but the Osipcheon estruary of Samcheok and Ohwarisanseong Castle that adjoins the estuary are assumed as the port and the historic site which are closely related to the outport that Isabu departed for the conquest of Usanguk Island.
