한국어 초록

본고는 삼척과 울릉도지역 고분 자료를 분석하고 문헌자료와의 비교·검토를 통해 당시 신라의 삼척과 울릉도지역 진출 시기와 과정, 그리고 복속 후 지역 정 치체의 성격과 동향, 신라의 지역 지배방식의 변화에 대해 살펴보았다.
삼척지역에 있었던 小國인 悉直國은 신라의 전신인 斯盧國에 의해 늦어도 4세 기 초반에는 복속된 것으로 보인다. 그 후 신라는 5세기 중엽 경 지방 간접지배의 일환으로 중심세력인 갈야산 집단과 중·소 세력인 추암동·구호동 집단에게 위세품을 차등 지급함으로써 갈등관계를 조장하여 지방 세력의 발전을 저지하려 하였다. 하지만 이에 따른 폐단으로 울진 봉평비에 보이는 남미지촌의 중앙에 대한 반란과 삼국사기 기록에 보이는 고구려 변장의 살해 사건 등이 나타났다. 신라는 6세기 초에 세력 이탈의 조짐이 가장 강했던 삼척지역에 최초로 悉直州를 설치하여 地方官을 파견하였다. 이에 신라는 지방 중심세력과 갈등관계에 있던 추암 동 집단을 이용함으로써 서서히 직접지배 권역을 넓혀 나갔으며 6세기 초엽은 물론 중엽까지 추암동에만 위세품이 나타남은 그러한 연유이다. 이와 더불어 불안정한 대외적 여건으로 인해 동해안지역은 6세기 중엽까지도 완전한 직접지배가 이루어지지 못했다. 하지만 6세기 후엽이 되면 동해안 방면은 완전히 신라의 영역으로 편입되게 된다. 이에 고고자료 상으로도 더 이상 간접지배의 위세품은 나타나지 않으며 중심 세력은 추암동 집단으로 일축된다. 7세기대는 지방 최하위 촌락에까지 중앙의 지방관이 파견되어 직접지배가 이루어지게 된다.
울릉도에서 확인된 신라고분 연대의 상한은 향토사료관 소장품을 참조하면 6세기 초·중엽으로 신라의 울릉도 정복 시점과 대체로 일치하며, 존속시기는 고분출토 인화문 토기 등을 참고하면 대략 10세기까지이다. 신라는 당시 주변국과의 교 섭 및 견제를 위한 전략적 요충지를 마련하기 위해 울릉도를 정복하였고, 그 후 지방관을 파견하여 직접지배를 실시하였다. 이에 지역민의 반발과 반신라적인 정서를 차단하기 위해 지방관 아래에 각 촌락마다 촌주를 두었을 것이며, 섬 내 분포하는 적석봉토의 횡구식석실묘를 비롯하여 신라 토기 및 각종의 위세품들이 이 를 반증한다고 볼 수 있다. 하지만 대부분의 고분이 파괴되거나 도굴되어 당시 지역정치체의 존재 양태 등에 대한 세밀한 분석은 한계가 있었다.

영어 초록

In this paper, I studied the time and process of Shilla’s advancement to Samcheok and Ulleung Island, characteristics and trend of political bodies, and the change in ruling method of the region by analyzing the references to the tombs in Samcheok and Ulleung Island and comparing with and reviewing literature.
It is assumed that Siljikguk, a small nation in Samcheok, was subjugated at the latest by Saroguk (a former name of Shilla) early fourth century. In the middle of the fifth century, as a part of indirect ruling, Shilla discriminately supplied prestige goods to the Galyasan group, a central group, and Chu’amdong and Guhodong groups, mid-to-small groups to aggravate conflict among them and deter development of regional forces. However, this malevolent act did not go overlooked. There are records of uprisings against the center of Nammijichon in Uljin Bongpyeongbi and murders of byeonjang in Goguryeo. In the early sixth century when the indications of renunciation were the strongest, Shilla installed Siljikju for the first time in the Samcheok region and dispatched regional government officials. By manipulating the Chu’amdong group, who at the time was in conflict with the central force of the region, Shilla slowly expanded its realm of direct ruling. This is the reason why prestige goods from early-to-mid sixth century were only found in Chu’amdong. Moreover, due to unstable foreign conditions, Shilla failed to directly rule the eastern coast until the sixth century. It wasn’t until the late sixth century when the eastern coast was completely under the rule of Shilla. To prove this, there are no prestige goods from indirect ruling found even in archeological references, and the central force of the region was limited to the Chu’amdong group. In the seventh century, regional government officials were dispatched from the central government even to the smallest administrative units in the area for direct ruling.
When studied the collections in the Folk History Museum, the upper limit of the timeline of Shilla tombs found in Ulleung Island is early-to-mid sixth century, by and large corresponding with the timeline when Shilla conquered Ulleung Island, and it lasted until about the tenth century, according to the stamp-designed pottery excavated from the tombs. To establish a strategic position to negotiate with and contain surrounding states, Shilla conquered the Ulleung Island and implemented direct ruling by dispatching regional government officials. By the Shilla potteries and varieties of prestige goods found in the many stone tombs of Jeokseokbongto on the island, it is presumed that Shilla probably positioned chiefs all the way down in each chonju (the smallest administrative unit of Shilla) to oppose resistances and block anti-Shilla sentiment. Sadly most tombs are either raided or destroyed to offer a more specific and comprehensive analysis of the regional political bodies at the time.
