본고에서는 16세기 조선의 정치와 사회 현실을 고려하여 당시의 불교정책과불교계를 승정체제, 사찰, 승려의 세 가지 측면으로 나누어 살펴보았다.
승정체제의 개혁은 불교계 전반에 대한 억압으로 이해되어 왔으나, 국가체제
정비와 국가재정 확충을 위한 정책이었으며, 불교계에 미친 영향은 제한적이었던
것으로 보인다. 16세기에는 승정체제의 폐지와 개혁에 대해 정치세력 간에 입장이
달랐는데, 대체로 사림세력은 국가체제에서 불교 제도를 폐지하고 국가가 불교계
에 직접 개입하지 않는 정책을 지향한 반면, 훈척세력은 15세기의 정책을 계승하
여 승정체제를 통해 불교계에 직접 개입하는 정책을 지향하였다. 연산군 말에 폐
지된 승정체제는 중종대에 복구되지 못했으며 명종대에 복구되었으나 명종대 말
에 다시 폐지되었고, 임진왜란을 계기로 승군의 통솔을 중심으로 한 새로운 승정
체제가 구축되어 조선후기에도 지속되었다.
조선 초의 승정체제 개혁으로 인해 선교양종 소속 36개 이외의 사찰은 철거되
거나, 유지하기 어려웠을 것이라고 이해되어 왔다. 그러나 승정체제 개혁은 그 소
속 사찰에 대한 것이었고, 국가가 지급한 면세전인 사원전을 감축하고 사노비를
환수한 것으로, 각 사찰에 따라 시납전, 사전, 시주와 같은 사적 경제 기반을 통해
존속할 수 있었다. 16세기에는 적어도 1,650여 개 이상의 사찰이 있었고, 사찰이
실제로 얼마나 더 있었는지는 가늠하기 어렵다. 사찰은 조선 사회에 고르게 분포
한 기관으로서, 당시 지방과 향촌 사회에서 일정한 역할을 한, 주요한 주체 중의
하나였다. 더구나 16세기는 조선 사회의 유교화, 사족 중심 사회화가 점차 진행되어
간 시기이므로, 종전의 사회 질서가 공존하던 시기였다는 점에도 주의를 요한다.
조선시대에는 다양한 부류의 승려가 있었으며, 각 부류에 대한 국가의 정책도
다소 달랐다. 국가가 승려로의 출가를 제한하고자 한 가장 큰 이유는 그들이 불교
의 추종자이기 때문이라기보다 농사에 종사하지 않고 군역을 부담하지 않는 계층
이기 때문이었다. 이들을 도첩제를 통해 규제하고자 하였으나, 그 운영 방식으로
인해 사실상 효과가 미미하였다. 중종대에 도첩제가 폐지되었는데, 승려가 증가하
자 그 대책 마련에 부심하였으나 적절한 대책을 도출하지 못했다. 승려 정책에
큰 변화가 있었던 것은 명종대였는데, 국가가 승려를 대가 없이 동원하게 됨에
따라 도첩제는 사실상 무력화되었고, 승려는 승려라는 지위로서 국가체제에 편입
되기 시작했다. 임진왜란을 계기를 승군 동원은 정례화되었고, 이후 승려가 호적
에 등재되면서 국가체제에 완전히 편입되었다. 16세기의 불교계는 이러한 인적,
물적 기반을 토대로 다량의 불서를 간행하였으며, 여말선초의 전통을 계승하고 새
로운 전통을 형성해 가고 있었다. 청허계, 부휴계 문파는 사림세력 및 사족층과
마찬가지로 16세기를 거치면서 점차 성장하였고, 임진왜란을 계기로 조선후기 불
교계의 주류 세력이 되었다. 불교계가 청허계와 부휴계 문도를 중심으로 ‘재편’된
것이다.
영어 초록
Considering the political and social reality of 16th century Joseon,this study examined Buddhist policies and the Buddhist circle of the
time from the three perspectives-Seungjeong(僧政) system, temples,
and Buddhist monks. The reform of Seungjeong system has been
understood as oppression on the overall Buddhist circle but it was a
policy to organize national system and secure national finance, and its
influence on the Buddhist circle was limited. In the 16th century, there
were different opinions on abolishment and reform of Seungjeong
system. Overall, Sarim(士林) power pursued the policy that the country
should repeal Buddhist system and should not intervene in the Buddhist
circle directly, while Hungu(勳舊) power inherited the policy of the
15th century and pursued the policy of intervening in the Buddhist
circle through Seungjeong system.
It has been understood that due to the reform of the Seungjeong
system in the early Joseon era, temples other than the 36 temples of
the National Buddhist Organization were removed or had trouble of
maintaining. However, the reform of Seungjeong system affected temples
that belong to the system and it reduced Sawonjeon(寺院田), the duty-free land and retrieved temple slaves so other temples could
subsist with private financial basis such as Shinapjeon(施納田), Sajeon
(私田), and Shiju(施主). There were more than 1,650 temples in the
16th century and it is hard to estimate how many temples there were
exactly. Temples were the organizations that were spread evenly in the
society of Joseon and they were the main agents of rural society that
served certain roles in the rural community.
Unlike the general understanding that Buddhist monks were
oppressed by the country, there were various types of monks in Joseon
era and the national policy was different for different monks. The major
reason that the nation discouraged people from becoming monks was
not because they were followers of Buddhism but they were the class
that did not engage in agriculture and were free from military service.
So the country tried to regulate this by introducing Docheopje(度牒制),
whose way of operation had little effect. It was during the rule of
Myungjong that there was a big change in the policy on Buddhists. As
the country mobilized monks without paying them, Docheopje became
practically invalid and monks started getting absorbed in the national
system maintaining their status as monks. The Buddhist circle of this
time published a large number of books on Buddhism based on human
and material resources, inherited the tradition of the late Goryo era and
the early Joseon era, and was forming a new tradition.
