사례관리라는 조직행동은 사례관리체계를 통해 수행됨으로, 사례관리체계를 민-관협력 사례관리체계와 사례관
리자-클라이언트 체계로 대별하여 권력관점에서 검토하였다. 먼저, 사례관리를 네트워크 조직에 의한 협업으로
전제한다. 네트워크조직이란 시군구의 경우 희망복지지원단과 지역사회보장협의체 대상별 복지분과가 결합한
조직이고, 읍면동의 경우 맞춤형복지팀장과 읍면동지역사회보장협의체의 결합조직이다. 이러한 조직은 네트워크
구성능력, 욕구중심적 접근, 자원개발능력, 공적서비스 결정권, 대상자의 포괄성, 보건복지통합서비스 제공가능
성, 상담전문가, 지역적 포괄성이라는 8가지 사례관리기관으로서의 바람직한 조건을 모두 갖춘다고 보았다. 문
제는 이렇게 바람직한 민-관협력 사례관리를 위한 네트워크조직이 조직으로서의 존재이유, 즉 조직의 목표달성
에 비효과적이라는 것이다. 그 이유로 네트워크 참여자들의 자율성으로 인해 목표달성에 협력적 행동을 하지
않을 가능성이 높기 때문이다. 이러한 자율적 행위자들을 목표달성에 협력적인 참여자로 통제하기 위한 수단으
로 권력이 필요한 이유이다. 즉, 권력을 민-관협력 사례관리체계라는 네트워크조직의 효과변수로 보아야 한다는
주장이다. 민-관 협력 사례관리체계내 행위자를 민간과 공공으로 대별하여 검토한 결과 사례관리측면에서 민간
은 공공에 비해 도구적 열세에 있으며, 권력자원의 소유에 따라 권력-의존관계를 살펴본 결과 공공이 민간기관
의 생존수단인 재정자원과 법적 권력을 가지고 있으므로 해서 독립적 위치에서 민간에 대한 통제력을 가지고
있는 것으로 나타났다. 이러한 공공의 민간에 대한 통제력은 민-관협력 사례관리의 핵심기제인 통합사례회의라
는 위원회조직을 구성하는 권력이 된다. 제공자체계인 민관협력 사례관리운영체계에서는 권력이 긍정적 의미를
갖지만, 제공자와 클라이언트체계에서의 권력은 부정적 의미를 지닌다. 사례관리과정의 가장 중요한 가치인 클
라이언트의 자율성을 침해하는 요인이 되기 때문이다. 사례관리자가 클라이언트의 자율성을 신장하기 위해서는
클라이언트의 욕구와 선호하는 것에 대해 클라이언트 관점에서 이해한 후 서비스 계획에 반영해야 한다.

영어 초록

This study examined case management system by dividing into public-private partnership case management system
and case manager-client system from the view of power. First, it was presumed that case management was the
cooperation by network organization. Network organization was combined by hope welfare support group and welfare
divisions in case of cities and counties and customized welfare team leaders and community security council in case of
eup, myeon and dong. It is considered that these organizations are equipped with eight desirable conditions of case
management agency including network construction ability, desire-centered approach, resource development ability,
public service decision, inclusiveness of subjects, possibility of providing public health welfare integration, counselors,
and local inclusiveness. Problem is that network organization for such a desirable public-private partnership case
management was ineffective in achieving the goals of the organization. The reason was because network participants
were highly likely not to be cooperative in achieving goals due to their autonomy. Therefore, power is needed as a
means for controlling these autonomic actors as cooperative participants in achieving goals. It was also argued that
power should be viewed as an effect variable of network organization as public-private partnership case management
system. As a result of classifying actors within public-private partnership case management system into public and
private sectors and examining them, it was found that the private sector was inferior to the public one in the side of
case management and from the results of examining power-dependence relationship depending on the possession of
power resource, it was found that since the public sectors had financial resource and legal power which are the means
of survival of private sectors, they had the control of the private sectors from independent position. Such a public
control over private sectors became the power which organized the committee of integrated case council as the core
mechanism of public-private partnership case management. While the power has a positive meaning in the
public-private partnership case management system as a provider system, the power in provider and client system has
a negative meaning because it was a factor of violating the autonomy of clients which is the most important value of
case management process. To enhance the autonomy of clients by case managers, clients' desires and preferences should
be reflected on service plans after understanding them from the clients' view.
