I. IntroductionWe are living super-competition society by P. Drucker. This ages places a great importance on ICT and computer technology. Like this, it is very important for us to catch up with Public Administration`s paradigm`s change. Because, we have underwent globalization, modernization, democracy. If we do not prepare properly, we will do not advance and so retreat.
Not until 1990`s Korea`s Public Administraion make an great contribute on nation`s development. But under IMF, Kore`s Public Administration do not contribute any more. Because Korea`s bureaucracy lack of preparation of paradigm`s change. This is similar to business. If business try to develop new merchandises and inovation, this business will retreat market`s environment. So we need to study and check U.S. Public Administration. U.S. Public Administration take charge of important position in the world.
U.S. Public Administration have short - terms history. But until now, U.S. have accomplished many works. So many conturies are trying to learn U.S. advanced skills and technology.
U.S. Public Administration began with Founding Fathers, for example Hamilton, Jafferson, Medison and Wasington. And in 1900`s there are many famous scholars, for example, Wilson, Taylor, Simon, Riggs. Also, in 1970`s, there is New Public Management. Afterwards, it is worldwide NPR and Governance. Above all, nowdays U.S.`s bureacracy` structure was restructured by Obama. At this time, we must well study U.S. Public Administration over and over again.
