Democracy is tightly interwoven with the globalisation process. According to a report of the Global Governance Reform Project, modern democracy has evolved through five stages. The first stage began with democratic revolutions in Britain, the U.S. and France in 17-18th centuries. Then, the influence transmitted to Europe in 19th century. The second stage happened in the late 19th century and led by the working-class movements and initiated welfare reforms in Russia, China and other less-industrialized nations. The third stage was the anti-colonial movement and liberalized colonial nations. The fourth stage started after the Cold War and led to gain rights of minorities. The fifth stage is now with global governance.
After the collapse of communism during post-Cold War era, the new superpower, the U.S. encouraged ex-colonial states to regain their sovereignty. Concurrently, the U.S. and the other superior powers established a new world order to conduct international governance. Maybe at the first time,
