The discussion of the Early childhood English Education has produced two historically important kinds of debate. One of them concerns the question of whether knowledge is innate or acquired through experience.
The American linguist Norm Chomsky, for example, has argued that the ability of young children to acquire any human language is proof of the existence of innate linguistic structures, which he called the language acquisition device(LAD). His theory has always emphasized that most grammar is not the result of communicative function and is not simply learn from the environment.
In contrast, the experimental psychologist Skinner (1904-90), a leading figure in the movement known as behaviorism, tried to show that all knowledge, including linguistic knowledge, is the product of learning through environmental conditioning by means of processes of reinforcement and reward. In other words, behaviorism was believed that language learning is advanced by making a stimulus-response connection.
