All over the world, democracy exists in diverse way. In modern democracy, election is essential to form governments and parliaments. As forms of democracy are various, the electoral system has been also developed in many ways. Though the electoral systems are different from each state to state, electoral systems can be divided in two opposite ways: proportional representation and first past the post, also called single member district. As this essay is too short to describe all the characters and differences among them, I will concentrate on two factors: political stability and proportionality.
As the voters vote on parties in proportional representation, the result of election should reflect their preference toward policies. In short, the ratio of seats a party occupies is almost equal to the percentage of votes the party gets. For instance, in 2007, Switzerland held a federal election. In the election, Swiss people’s party got 28.9% of total votes and took 62 seats, which is about 31% of total seat. As the proportional representation shows the actual needs of citizens directly, it is obvious that the proportional representation is more representative than any other electoral systems. Although it is highly representative, it has a critical problem; it can cause instability. According to Duverger, Proportional Representation tends to lead multi-party system.
