NORTHEAST ASIA DEALING WITH REGIONAL CRISESINTRODUCTION
Many threats that are identified in Asia derive from the Northeast Asian region. Concerns over rising China, the possibility of Japanese rearmament, nuclear threats from North Korea—the most concerned crises all take place in Northeast Asia. Despite these security concerns, there is lack of multilateral cooperation in this region.
Optimistic views are that the ARF (ASEAN Regional Forum), the CSCAP (the Committee on Security Cooperation in the Asia Pacific), the North Pacific Working Group of CSCAP (this includes North Korea), and ASEAN plus three are playing an important role in managing the security issues in East Asia. However, there is a limit to these already existing comprehensive multilateral cooperative dialogues in that they fail to directly manage the most serious security issues that are happening in Northeast Asia.
The main question is: will Northeast Asia ever be able to establish a security order in the region to deal with its security issues? This paper will firstly analyze how Northeast Asia has managed to deal with the prior crises in the region,
