As one of the main organs of the United Nations, and as the only organ equipped with legally binding enforcement measures, the Security Council plays a significant role in the maintenance of peace and security. The structure of 5 veto-wielding permanent members among 15 members still reflects the spoils of war, and thereby has long been the target of reform. However, no substantial reform has been made since 1963 in the Security Council, and permanent seats have never been expanded to other member states as well. Since the early 2000s, the Group of 4 (India, Brazil, Germany, and Japan) has actively pushed for another UNSC reform in pursuit of expansion of both the member states and veto power. Japan proactively engaged in the course of such attempt, thus demonstrating unprecedented leadership in the “political” field.
Our research goal is to reveal the underlying intention of Japan’s quest to attain a permanent seat. We believe that this outright political action of will reflects a significant change in the foreign policy goals of Japan. Therefore,
