I - 1. Background
Because of the American and global economic crisis, the Korean economy is experiencing serious economic depression. However the Korean economy was already experiencing serious problems beforehand. Problems such as developments with a low rate of employment, polarization in various fields are previously existed problems that make the economic problems nowadays harder to get rid of. These problems are not just economic problems but problems caused by Korea’s attempt to develop mainly by exporting corporations within the paradigms aimed for globalization and IT development.
Unfortunately Korea’s economical problems don’t just end here. The upcoming global economic recovery will trigger the rise in resource costs. Also, there is a high possibility that there would be a treaty concerning levels of international green-house gases throughout the 21st century. Studies tell us that 97% of Korea’s economy relies on imports from overseas, and amongst the OECD countries Korea ranks highest in the increase of carbon dioxide discharge.
These implies that not only would Korea suffer from problems caused by employment and polarization but would face systemic problems because of the economy’s structural flaw. In this situation Korea has to find a way to increase employment rate, induce economical development, and conserve the environment at the same time. However, it is not the first time these three points have been mentioned and actually a few solutions have already been discussed and figured out. ‘Sustainable development’ for a new vision, ‘ecological new deal’ and energy revolution business, material circulation based industry promotion, environmental agriculture promotion would be the solutions that have been already discussed(Jo Young Tak, 2006a).
