According to figures by the Korean Statistical Information Service on 2003, Korea’s the elderly account is 8.3 percent of the total population. Korea is already an “Aging Society” and is quickly transforming into an “Aged Society”. But the present health insurance is not effective for aged people who are suffering from a chronicle disease because this policy deals with an acute disease. Also the current insurancecan’t counteract systematically an increase in long-term care benefit caused by chronicle disease and an extended convalescence because it is the conformist system. Moreover, family care caused by an increasing number of the elderly who need a long-term convalescence can be a serious loss to the business and the whole society. Therefore, the introduction of Long-Term Care Insurance is needed to solve the problems of the aged effectively.
