IntroductionThe Intergovernmental Panel on Climate Charge (IPCC) in its 2007 Forth Assessment Report concluded the global warming was the most important assignment to be concerned around the world. If fail, we will see obviously climate catastrophe, such as increases in global air and ocean temperatures. No matter how severe the recent global economic crisis is, the climate change regime is still the top priority, because it will challenge everything related to our lives, such as living spaces, food productions, or energy uses. As a response to these alarms, the UN Framework Convention on Climate Change (UNFCCC) began at the Rio Earth Summit in 1992, followed by the 1997 Kyoto Protocol involving reductions of the greenhouse gases (GHGs) emissions, especially carbon dioxide. Among the Kyoto Protocol members, the EU has been making an effort best for carbon emissions cuts. It will be worth studying how both governments and industries in the EU have made their efforts and in turn, South Korea will be the next research target.
