The tearing down of the Berlin Wall in 1989 and the beginning of the German reunification process inspired many Koreans to actively debate on and plan for the reunification of both North and South Korea. Experts on inter-Korean affairs imagined various scenarios that would lead to the reunification of the two countries that had been separated since 1945. The strength of South Korea’s economy and the deteriorating economic conditions in North Korea influenced many experts to predict reunification would come through a process similar to the German experience: the collapse of the communist state and its ‘absorption’ by the industrial-capitalist South Korean society. Armed with this prediction, South Korean leaders began to make statements declaring the imminent collapse of North Korea and the need to prepare for incorporation of North Korean society into South Korean society. Yet, the economic, social and political problems experienced by Germans under the reunification process as well as signs that showed North Korea was nowhere on the verge of collapsing forced many people to revaluate their assumptions that North Korea would soon be absorbed by South Korea, thereby diminishing hopes of immediate reunification. The crisis over nuclear weapons in the North and the Asian economic crisis that engulfed South Korea in 1997 further quieted any discussion of reunification.
