Recently, the trend of regionalism and preferentialism is flowing over the world. And RTAs and PTAs are used as legal tools for these ideas. Under this trend, the EU and Northeast Asian countries began to make free trade agreements except China. The first agreement was made by Korea and the EU. And later, Japan-EU EPA was followed.There are similarities with the FTA and the EPA but there are differences as well. First of all, Korea-EU FTA was started from different interests of each other. On the contrary, Japan and EU had similar interests. While Korea is mainly interested in economic considerations, EU is focused not only on economic considerations but also on political consideration. Like the EU, Japan also has an interest of politics.
Secondly, compared to Korea-EU FTA and Japan-EU EPA, there are several similarities as well as differences in content. In terms of trade in goods, the overall context and structure of agreements are quite similar. However, in the service sector especially the financial sector, the EPA is more liberalized and specified in language than the FTA.
Even though China-EU FTA has not been made but many scholars expect the future FTA. There are several rationales for the FTA. In economic sector, cooperation between the EU and China will promote further economic development and help to maintain sustainable economic growth. Furthermore, from the perspective of China, the EU is important market for their economic reform. In political sector, both countries need each other to counteract with the US. The expected impact of China-EU FTA is distinguished by economy and politics. Both parties will gain economic and political advantages. However, it will affect the Northeast Asian countries which are Korea and Japan and the world in quite negative way.

Not only economic considerations, but also political considerations lay the foundations for China-EU FTA. Politically, China forms the rivalry relations with the US since the rise of China and its intimidation to the world. Accordingly, the US has tried to suppress China by economic and political means with its predominance. The repressive actions taken by the US created instability and uncertainty in China. The stance of the EU is similar to that of China too. With the tendency of protectionism in the US, the EU is also suffering from economic losses and political instability. In this circumstance, the EU feels a need to make stronger collaboration with China which is considered as the rival of the US. Since both parties have the same rival ‘the US’, they find the common interest for cooperation. Moreover, cooperation with the EU is helpful for China’s attempt to widen its influence over the world. In recent days, China’s and US’ competition in the Asian region is getting severe since China’s adoption of aggressive foreign policy and attempt to expand its influence. Historically, China had adopted a passive and gentle foreign policy after the reform era. However, the appointment of Xi Jinping changed China’s stance into offensive and coercive. The establishment of the Asian Infrastructure Investment Bank opposing the IMF and the World Bank shows its willingness to replace the leadership. Especially, Xi’s One-Belt-One-Road initiative implies China’s geopolitical motivations. In China’s position, including the EU in this initiative will be helpful to counteract with the US.참고 자료
