Water has the peculiar quality of being an inexhaustible natural resource, which is nevertheless in short supply. In the broad sense there is not and in the foreseeable future will not be a water shortage. Water in the oceans, the atmosphere, and falling upon the land is more than adequate to meet all human needs now and in times to come. However, water of usable quantity and quality, present in the right place at the right time, is not inexhaustible. It is a renewable resource, but one for which in many areas of the world the demand is far greater than the supply. Water shortages are becoming increasingly a problem of western civilization. In earlier times man first looked to the water supply before settles in a desert and demands that water be brought to him, or he settles in a flood plain and demands that water be kept away.
