아동의 교육에 있어서 부모를 포함한 가족의 참여와 역할은 그 교육의 성패를 좌우하는 결정적인 요인의 하나로 여겨진다. 특히 하루의 많은 시간을 집에서 부모와 함께 보내는 어린 나이의 아동이나 장애로 인하여 부모 참여의 필요성이 더욱 가중되고 있는 장애아를 교육하기 위해서는 부모 참여의 중요성이 더욱 강조되고 있으며, 이미 오래 전부터 많은 문헌들을 통해서 그 증거 자료가 제시되고 있다. Bronfenbrenner(1975)는 가정은 아동의 성장발달을 촉진시키기 위한 가장 효과적이고도 경제적인 `구조(system)`이며, 가족 구성원의 적극적인 참여는 교육 프로그램의 성공을 위한 결정적인 역할을 한다는 결론을 제시하였다.특히 부모-자녀 관계에 있어서 부모가 자녀에게 일방적으로 영향을 미친다는 과거의 이론적 믿음이 사라지고 부모와 자녀가 양방향으로 서로에게 영향을 미친다는 현재의 이론적 논리가 보편화되면서 아동 교육에 있어서의 가족 참여는 더욱 중요하게 인식되기 시작하였다. 아동을 바라보는 견해에 있어서도 부모와 자녀를 넘어서는 더 넓은 구조의 이웃과 지역사회 안에서의 영향력을 강조하는 생태학적 모델(ecological model)(Bronfenbrenner, 1977)과 가족은 하나의 조직적인 단위로 존재하며 서로 균형을 이루기 위해서 갈등하고 시간이 지남에 따라 점점 더 복잡해지고 구성원들은 지속적으로 상호 영향을 미친다는 구조이론(system theory)(Steinglass, 1984)이 등장하게 되었다. 이러한 새로운 견해들을 근거로 특수교육에 있어서의 가족 참여에 대한 몇 가지 중요한 사실들이 재인식되기 시작하였다(Bailey & Simeonsson, 1988). 먼저 장애아동은 가족에게 영향을 미친다는 사실이 재인식되었으며, 이로 인하여 특수교육은 가족들도 지원해야 한다는 당위성이 형성되었다. 또한 아동을 대상으로 하는 모든 중재가 가족에게 영향을 미칠 뿐만 아니라 가족 구성원 중의 한 사람에게 제공되는 중재나 지원은 장애아동을 포함하는 기타 가족 구성원들에게 영향을 미친다는 사실이 재인식되면서 장애아 교육에 있어서의 가족 참여의 중요성이 더욱 강조되기 시작하였다.
