1)Adjectives used as pronouns
first/second etc. can be used with or without one/ones; i.e. they can be used as adjectives or pronouns:
Which train did you catch? ~ I caught the first (one).
the + superlative can be used similarly:
Tom is the best (runner). The eldest was only ten(A.J Thomson, A.V. Martinet, 1986: 40).
2)the worst와 Recruiters Have seen 사이에는 목적격 관계대명사 whom이 생략됨.
The object form is whom, but this is considered very formal. In spoken English we normally use who or that (that being more usual than who), and it is still more common to omit the object pronoun altogether(ibid: 83).
